Oil is the raw material for petrol, diesel and other fuels, and its exports earn money for Russia. Ukraine’s Defence Forces regularly strike Russian oil refineries and ports. According to Zelenskyy, in March 2026 the strikes cost Russia’s oil industry at least $2.3 billion, and in August Russian oil output fell.
