Mykolaiv DHCS awarded a contract for the demolition of 4 destroyed buildings for ₴14 million to a company from Dnipro without a competition

The Department of Housing and Communal Services of Mykolaiv, bypassing open tenders, concluded contracts worth over 14 million hryvnias with a Dnipro company for the dismantling of four residential buildings that were destroyed as a result of Russian shelling.

On September 12, the public procurement system ProZorro published a report on the contracts concluded between the Department of Housing and Urban Development and the company «Promhradstroy» from Dnipro for the dismantling of buildings at 6 Lohovenko Street, as well as 35/1, 35/3, 35/5 Zavodska Street. The total amount of concluded contracts is 14 million 235 thousand hryvnias. With these funds, in October - November 2023, the contractor must carry out the complete dismantling of buildings that are recognized as dangerous.
These purchases are now being checked by the State Audit Service. Responding to the appeal of the auditors, the Department of Housing and Utilities reported that during the preparation for all four procurements, officials turned to two companies: PP «UTS-AZOV» (Odesa) and LLC «Promhradstroy» (Dnipro) with a request to provide price proposals. It turned out that in all four cases the offer of «Promhradstroy» was more profitable, it was the Department of Housing and Urban Development that concluded the relevant agreements with this company.
It should be noted that the buildings at 35/1, 35/3, 35/5 Zavodska Street, as well as 6 Lohovenko Street were identified as subject to immediate complete liquidation as early as May 2023. The relevant decision of the executive committee of May 24 was published on the Mykolayiv City Council website.
Explaining the impossibility of conducting open tenders to determine the contractor, the Housing and Social Services Department reported that only by the decision of the session of the Mykolaiv City Council on July 31, the Department was «allocated funds for taking measures to prevent accidents and prevent man-made disasters in the housing and communal economy and other emergency situations objects of communal property».
On September 7, the Deputy Mayor of Mykolaiv Vitalii Lukov, who was designated as the head of works to eliminate the consequences of a military emergency in Mykolaiv, signed an order instructing the Department of Housing and Housing to «take urgent measures to conclude a contract» for the dismantling of the specified buildings.
«The conduct of the open bidding procedure by the customer makes it impossible to take urgent urgent measures regarding the conclusion of a contract for the development of documentation for dismantling and carrying out the dismantling of residential buildings (taking into account the requirements of the Decree of the CMU of April 21, 2022 No. 474) at the following addresses: Mykolaiv, 35/1 Zavodska Street; Mykolaiv, 35/3 Zavodska Street; Mykolaiv, 35/5 Zavodska Street; Mykolaiv, 6 Lohovenko Street, and may lead to further damage and collapse of overhanging elements, as well as harm to the lives and health of citizens,» — explained the Department of Housing and Housing of Mykolaiv.
In the «Yuzhnaia Pravda» newspaper on September 27, two weeks after the conclusion of the demolition contract, an announcement was published regarding the plans to dismantle the apartment buildings. The city authorities appealed to the owners of apartments in these buildings with a request to express their position regarding the dismantling of their property by October 15.
The enterprise «Promhradstroy» was established 7 years ago, in November 2016, and was registered in the city of Dnipro. Oleksandr Yagolnyk is indicated as the owner of the company and its manager. The authorized capital of the enterprise, whose main type of activity is «Construction of residential and non-residential buildings», is 5 thousand hryvnias. According to YouControl, two cars are owned by «Promgradstroy», one of which is a low-tonnage GAZ truck, the other is a Peugeot Rifter passenger car. There is no information about other cars owned or used by the company. For the period from 2019 to 2023, the company received contracts worth UAH 21.4 million from the budget, more than 90% of which are non-competitive lots.
Earlier, «NikVesti» reported that in Mykolaiv, preparations for the dismantling of apartment buildings damaged by Russian attacks at 35 Zavodska Street are underway. Residents take the last things from there, and no one lives in the buildings themselves, except for the homeless.
As a reminder, two more objects were added to the list for dismantling by a new decision from October 11.
Earlier it was reported that the Mykolaiv City Council is developing a mechanism that will allow the demolition of houses damaged by enemy strikes with the «tacit consent» of the co-owners.
