Another ₴266.5 million will be spent on the repair of the Kazanka — Snihurivka — P-47 bridge: more than ₴232 million has already been used

The Service for Reconstruction and Development of Infrastructure of the Mykolaiv Oblast is going to spend another 266.6 million hryvnias to complete the repair of the bridge on the highway R-81 «Kazanka — Snihurivka — R-47».

This is evidenced by the data of the ProZorro public procurement system, NikVesti writes.

It should be noted that 232.6 million hryvnias have already been spent on the repair of the bridge, as well as more than 1 million hryvnias on the correction of documentation.

On December 30, 2022, the Highway Service of the Mykolaiv Region signed a contract for 186.8 million hryvnias with the company «Ukrtransmist» for the capital repair of this bridge without competition. The procurement was carried out without the involvement of the electronic system and without the publication of the text of the contract, the warranty period and the estimate of the works. The contractor had until December 20, 2023 to carry out major repairs of the bridge. It is worth noting that an additional agreement was concluded on December 22, 2023, and the amount of payments to the contractor was reduced to 72 million 940 thousand 419 hryvnias.

In May 2023, adjustments to the project documentation for the capital repair of the bridge were also ordered for 66.2 thousand hryvnias, namely additional works on 62+782 kilometers. The procurement was carried out without involving the electronic system and without making public the text of the contract.

On August 7, 2023, Rostdorstroy LLC received a contract to repair 54,878 meters of the R-81 highway in the area of the bridge, worth 100 million 848 thousand hryvnias.

In addition, on August 9, a contract was concluded with Ukrtransmist LLC for 71 million 531 thousand 295 hryvnias without the involvement of an electronic bidding system, but then the amount of the contract decreased to 58 million 892 thousand 986 hryvnias.

It was about additional work: cutting branches, uprooting tree stumps, loading and transporting firewood, dismantling road signs. It was also about the dismantling of the road surface, drainage structures, and the installation of ditches. The contract also referred to the overhaul of the bridge across the canal at kilometers 103+696, namely: dismantling of the bridge structures, installation of piers and pit, installation of the bridge deck, platforms for piers, arrangement of the ramp and arrangement of the bypass road.

Already in September 2023, the State Audit Service of Ukraine will be interested in this contract. There they asked what the need to conclude an additional agreement was and what works were planned. The Reconstruction and Development Service replied that the 2022 contract did not provide for additional works, therefore «there was a need to purchase additional works or services related to the subject matter of the main contract».

Also, in November 2023, LLC «GAL TRADING» for 1 million 498 thousand 973 hryvnias completed the adjustment of the project for the capital repair of the bridge on kilometers 103+696 of this road.

In December 2023, the Service for Reconstruction and Development of Infrastructure of the Mykolaiv Oblast tried to order for 266 million 575 thousand 320 hryvnias additional works on the repair of the bridge on the highway R-81 «Kazanka — Snihurivka — R-47». The contractor had to carry out preparatory work, earthworks, arrange transport structures (reinforced concrete pipes) and road surface, arrange gutters on the roadsides, arrange sidewalks, footpaths, install road signs and traffic lights, arrange check-in pockets and waiting areas. It is about the repair of the section on 103+696 kilometers of the highway. However, the tender was canceled due to a reduction in the volume of procurement expenses.

A new tender has already been announced in January 2024. The service is also going to spend 266 million 575 thousand 320 hryvnias, but not for additional work, but for «completion of work». The winner of the tender must perform the same works as in the canceled tender by October 30, 2024. The auction is scheduled for February 1.

We will remind that Snihurivka was under Russian occupation. The city was liberated from the occupiers on November 10 of last year, since then the infrastructure is gradually being restored, in particular the bridges destroyed during the hostilities.

It was previously reported that in 2023 they plan to overhaul two bridges near the de-occupied Snihurivka in the Mykolayiv region. The cost of the works is 300 million 792 thousand 500 hryvnias.
