Temporary housing for 352 displaced people: a modular town is being built in the Kherson region for ₴12.7 million

In the village of Kyselivka, Kherson region, a temporary modular town for displaced people is being built for 12.7 million hryvnias.
This is evidenced by the data of the ProZorro public procurement system, NikVesti reports.
The Territorial Development Department of the Kherson Regional State Administration chose a contractor without an auction. It is indicated that the procurement procedure was carried out in accordance with the Cabinet of Ministers regulation, which allows such agreements until the end of the martial law regime. The contract was concluded on January 5 with the «European Road Construction Company» LLC, which is located in Odesa.
According to the local publication Most, Odesa LLC «European Road Construction Company» is known for the fact that at the end of 2023 it received a little more than 51 million hryvnias for services for the maintenance of public highways of state importance in the Kherson region, and in July 2023 — almost 289 million hryvnias for major repairs of the M-14 highway of public use of state importance Odesa — Melitopol — Novoazovsk (to the city of Taganrog) on the section between Mykolaiv and Kherson.
«European Road Construction Company» LLC is also known in Mykolaiv. In the 2022 investigation of the Nikcenter publication, it is indicated that this company is among the top three in terms of the volume of contracts for the repair of roads in the Mykolaiv Region.
It should be noted that the «European Road Construction Company» LLC is owned through the «Payd» LLC by Muslim Kieloev, who is the son of the head of the Odesa regional organization «Diaspora of the Chechen People» Muslim Kieloev. The company has been supplying oil products to the seaports of the Odesa region for a long time.
The cost of installing a modular town in the Kherson region is 12 million 750 thousand 376 hryvnias, which will be allocated from the local budget. In 2024, 11 million hryvnias should be spent. Another 1 million 750 thousand 376 hryvnias will be paid to the contractor in 2025. The contract will be valid until March 30, 2025. However, all works must be completed by December 25, 2024.
8 million 372 thousand hryvnias will be spent on the construction works themselves. This includes: wages, cost of materials and use of construction equipment. 1.4 million hryvnias will be the cost of the equipment that will be installed in the houses, we are talking about the connection of backup power supply and arrangement of the water supply system. Costs for design and research work, as well as for the improvement of the territory, are also provided.
The Kherson Regional Military Administration NikVesti reported that it is planned to install 4 structures of 40 modules each. One such building can accommodate 88 people. The construction of a temporary modular town provides accommodation for 352 residents who lost their homes or were forced to leave them.
1 building consists of 40 modules, in which:
- 22 residential modules;
- 8 corridor modules;
- 2 toilet modules;
- 2 shower modules;
- 1 dining room;
- 1 recreation room.
On the site where the town will be located, demining has already been carried out, sites for placing the modules have been prepared, a layer of crushed stone has been laid there, and excess soil has been removed. Outdoor lighting poles have also been installed.
In total, 1,602 people currently live in Kyselivka, before the start of the full-scale invasion there were 2,488 residents.
In the Kherson RMA, it was noted that 294 residential buildings were damaged and 5 were completely destroyed in the village due to Russian shelling.
In April of last year, it was reported that the first such modular houses were assembled in the Mykolaiv region, where cargoes with the necessary components arrived. In particular, they plan to create an entire modular town in the Black Sea Rural Community.
