Mykolaiv people's deputyNegulevsky rented an 800-square-metre cottage shortly before being served with a notice of suspicion of corruption

Ihor Negulevskyi, People's deputy from the Servant of the People party, elected in the Mykolaiv region, moved into an 800-square-metre property in a gated cottage community in the Kyiv region shortly before being served with a notice of suspicion. He pays $5,000 a month to rent it. As the MP stated, he received a discount on this.

In the village of Kozyn, in the Kyiv region, one of the gated communities was built about a decade ago with access to the shore. This, the journalists noted, affects the cost of housing in the community.

They showed the cottage in Kozyn rented by Ihor Nehulevskyi. A few months ago, the house was put up for rent and photos were published.

«Only natural materials were used in the construction of the house: marble, granite and wood. The house has been refurbished in a classic style. A billiard room, a gym, a master bedroom with its own bathroom and dressing room, three bedrooms, four bathrooms, a spa area with a sauna, a swimming pool with a jacuzzi, a 90 m² guest house with its own kitchen, three bedrooms, two bathrooms, staff quarters with a separate entrance, and a barbecue area. A boathouse with a yacht launching system. A gated, secure area within an exclusive cottage community. The plot covers 35 acres, with the property itself spanning 800 square metres. And the rental price is just $5,000 a month. That’s very little for Kozyn,» the journalists noted.

On OLX, they found a similar house with the same floor area on a 40-acre plot for almost $12,500 a month.

Ihor Negulevskyi is a Member of Parliament for the «Servant of the People» party and a member of the parliamentary committee on road transport and infrastructure. In late December 2025, the MP was placed under investigation by the NABU and the SAPO in a case concerning the payment of MPs’ votes «in envelopes».

«According to the investigation, a group of MPs coordinated which draft laws and resolutions to support and which to block. For this, they received between $2,000 and $20,000. From August 2025, the minimum rate rose to $5,000. MP Ihor Negulevskyi was charged, but, like his four other colleagues, he was released on bail and continues to attend parliament as usual,» the journalists noted.

They noted that Ihor Nehulevskyi began renting a house in Kozin two weeks before the charges were brought. At the same time, they pointed out that in April, the MP bought a boat.

The MP’s declaration for 2025 contains no information regarding expenditure on housing rent. Journalists noted that $5,000 amounts to over 200,000 hryvnias per month. The MP himself stated that the landlord had offered a discount.

«I wouldn’t want to say this, but it’s all there. Look, there were certain conditions, let’s put it this way, that the landlord agreed to a discount. It’s a little over 100,000 hryvnias a month,» the MP replied.

The MP insists that he is forced to spend his savings every month.

«At the end of the year, we’ll see how much I’ve spent, how much money I had and how much is left (in savings, — note),» said Ihor Neрulevskyi.

In addition, the MP said that he didn’t want such a large house, but it was being let at a favourable price.

«Well, it just so happened that it was 800. I didn’t want 800. It’s just that at that time, let’s say, there was nothing else available. Yes, I would have taken 800 because it was a reasonable price, so to speak. That’s why I took it. The reason I took notice of it is that it has solar panels; everything runs on those solar panels, so the utility bills are fine there. I realise it’s too big for me, really too big, but the presence of a gas generator and the batteries are basically why I went to live there,» commented the MP.

The case regarding vote rigging in the Verkhovna Rada

As a reminder, on 27 December, NABU and the SAP announced the exposure of an organised criminal group operating within the Verkhovna Rada.

According to the investigation, it was formed back in 2021. In a special WhatsApp group, MPs were sent instructions with the numbers of draft laws for which they were required to cast ‘appropriate’ votes in exchange for money.

The amount of the «reward», according to detectives, could range from 2 to 20 thousand dollars. Between November and December 2025, one of the group’s members allegedly received at least 145 thousand dollars for subsequent distribution among the other participants.

On 29 December, five suspected MPs from the «Servant of the People» party were notified of charges under Part 3 of Article 28 and Part 4 of Article 368 of the Criminal Code of Ukraine. According to RBC-Ukraine from the publication «RBC-Ukraine», the suspects are Yevhen Pyvovarov, Ihor Nehulevskyi, Olha Savchenko, Yurii Kysiel and Mykhailo Laba.

In February, MP Ihor Nehulevskyi reported significant changes in his financial circumstances. He received400,422 hryvnias in compensation from the state budget for unused holiday leave.
