What do the 2025 asset declarations of Mykolaiv’s People's Deputies reveal?

Throughout 2025 and early 2026, two People's Deputies from Mykolaiv were implicated in high-profile corruption cases being investigated by the National Anti-Corruption Bureau of Ukraine. Investigators have charged one of them with receiving bribes for casting «necessary» votes in the Verkhovna Rada. At the end of March, the People's Deputies submitted their income declarations.
NikVesti examined the finances, assets and lifestyle of Mykolaiv’s «public servants» based on their declarations, published in the NACP’s Unified State Register of Declarations.
Ihor Nehulevskyi: renting a property in the Kyiv region
In late December 2025, the NABU and the SAPO exposed an organised criminal group comprising several People's Deputies. As it later transpired, Ihor Nehulevskyi was one of five People's Deputies whom the National Anti-Corruption Bureau had notified of suspicion in connection with the so-called «paid votes» case. This involved a corruption network within parliament, whose members received monetary rewards for supporting or rejecting draft laws. Initially, this sum ranged from 2,000 to 20,000 dollars.
In January, bail of 30 million hryvnias was posted on his behalf, and by February, a change had been reflected in his declaration — he had been paid 400,422 hryvnias in compensation from the state budget for unused holiday leave.
In his income declaration for 2025, he stated that since December last year he has been renting a 798-square-metre residential property in the Kozyn community in the Kyiv region. He has also been renting a 40-square-metre flat in Kyiv since 2024. He jointly owns a 69.2-square-metre flat in Voznesensk with his mother. Since 2020, the politician has owned a 2017 BMW M760LI.
Last year, the People's Deputy received nearly 805,000 hryvnias in salary. He received a gift of 300,000 hryvnias from his mother, Tetiana. He also declared over 7,000 hryvnias in payments from state programmes, including 2,000 hryvnias in «winter support» and nearly 2,500 hryvnias in cashback.
Among his savings, Ihor Nehulevskyi listed 250,000 dollars and 44,000 euros. He has just over 3,000 hryvnias in his bank account. According to the declaration, the deputy’s foreign currency savings decreased by 10,000 dollars over the year.
Ihor Kopytin’s declaration
The name of another People's Deputy, Ihor Kopytin, also recently featured in the headlines of the Ukrainian media when Yuliia Tymoshenko, leader of the Batkivshchyna faction, was accused of offering unlawful benefits to MPs. During the hearing on her pre-trial detention, she stated that Ihor Kopytin had personally recorded her conversations. The politician himself neither denied nor confirmed this fact.
In his 2025 declaration, he stated that since 2011 he has owned a 72.2-square-metre flat in Mykolaiv. Since 2021, the MP’s family has been using a flat in Kyiv belonging to Ihor Kopytin’s brother, Volodymyr.
Since 2023, the People's Deputy has been driving a 2007 Lexus LS460L worth half a million hryvnias, whilst his wife Kateryna has been driving a 2022 Volvo XC90 worth 1.2 million hryvnias since 2024.
For his work in parliament, he was paid 788,621 hryvnias last year, which amounts to 65,000 hryvnias per month; his wife, Kateryna Kopytin, earned almost 122,000 hryvnias.
The People's Deputy declared 73,000 dollars and 11,000 euros in cash, and has a further 245,000 hryvnias in bank accounts. His wife owns 9,000 euros and 72,000 hryvnias in cash. She also declared nearly 5,000 hryvnias in various bank accounts.
Oleksandr Pasichnyi: hundreds of thousands in cash
In 2025, the amount of real estate owned by People's Deputy Oleksandr Pasichnyi remained unchanged. In his declaration, he stated that he owns two flats in Mykolaiv, shares ownership of a third flat with his wife, and uses a plot of land in Mykolaiv measuring 1,207 square metres. The People's Deputy also owns several non-residential premises and plots of land.
Since 2023, the politician’s wife, Natalia, has been renting a house of almost 300 square metres in the village of Vita-Poshtova near Kyiv, a plot of land measuring 1,523 square metres, and a flat in Kyiv measuring 127.3 square metres. Nataliia Pasichna also owns three cars: a 2014 BMW X6, a 2010 Mitsubishi Outlander and a 2016 Audi Q7, the latter of which is also used by the deputy himself. His wife also holds a 50% stake in IMAGE-2014 LLC.
The deputy's salary for 2025 amounted to 712,923 hryvnias — that is 59,385 hryvnias per month. He received a further 950,000 hryvnias in income from letting out property. He also received a pension of 56,691 hryvnias.
Oleksandr Pasichnyi has over 400,000 hryvnias and nearly 3,000 euros in his bank accounts. He and his wife hold 310,000 hryvnias, 128,000 dollars and 134,000 euros in cash.
Oleksandr Haidu: income for 2025
There have been no significant changes in property holdings in the declaration of Mykolaiv deputy Oleksandr Haidu. He owns property in Odesa – a flat, a 108-square-metre residential house and a 337-square-metre holiday home, as well as land plots with a total area of 437 square metres. Since 2021, he has been renting a 111-square-metre flat in Kyiv, and in 2025, the deputy will rent another flat in the capital, measuring 68 square metres.
However, despite Oleksandr Haidu’s promise to register his residence in Mykolaiv, the deputy owns no property in the city whose interests he represents in parliament.
The MP also listed a number of expensive watches: an Omega, a Corum Admirals Cup and a Jaquet Droz, the latter costing over 600,000 hryvnias. These were purchased between 2012 and 2017, when he was working in business. Oleksandr Haidu stated that he has owned a Lexus LX 570 since 2017, and has been using a 2013 Chevrolet Volt since 2024.
In 2025, Oleksandr Haidu declared 799,406 hryvnias in salary, amounting to an average of over 66,000 hryvnias per month.
The deputy holds 168,000 dollars and 34,000 euros in cash. He declared almost 26,000 hryvnias in his bank account.
Artem Chornomorov: property in Germany for the family
In 2025, Artem Chornomorov became the owner of a 635-square-metre plot of land in Mykolaiv. This is likely the privatised land beneath his residential property. He also owns a plot of land in the village of Pokrovka in the Ochakiv district. In Kyiv, the deputy rents a room at the state-owned National hotel.
The declaration states that Artem Chornomorov’s sons have been living in a rented house in Germany since 2022.
As in previous years, he stated that he owns two watches: a Rolex and a Breguet. He owns two cars: a 1980 BMW 518I and a 2006 Lexus RX 350.
His annual salary amounted to 628,000 hryvnias; in addition, he received over 1 million hryvnias in compensation payments from the Administrative Office of the Verkhovna Rada related to the performance of his duties as a deputy. The MP holds 70,000 dollars and 100,000 hryvnias in cash.
Maksym Dyrdin: a new flat near Kyiv
There have been no changes to the property listed in Maksym Dyrdin’s declaration: he has declared two flats in the Kyiv region and two garages. In his declaration, the MP from Pervomaisk, elected by a single-member constituency, stated his registered address and place of residence as the village of Petropavlivska Borshchahivka near Kyiv. The MP’s wife, Iryna Dyrdina, owns almost 30 plots of land in the Kyiv region. She also owns two flats, a residential house and a non-residential property in the region.
In 2025, the MP’s wife became the owner of a 36.7-square-metre flat and a 48-square-metre garage in Sofiivska Borshchahivka, both of which are currently under construction.
Another new purchase by the wife was a car. Iryna Dyrdina bought a 2023 Nissan Qashqai, which cost her over 1 million hryvnias. The deputy also uses this car. He also owns a 2017 Nissan X-Trail. In early April, the MP reported significant changes to his assets, namely that he had received a 2019 Volkswagen Touareg worth 1.8 million hryvnias from his mother.
Among all the People's Deputies from the Mykolaiv region, Maksym Dyrdin received the highest salary for his work in parliament — 881,802 hryvnias, which is just over 73,000 per month. In addition, he received almost 99,000 hryvnias in compensation from the Brovary District Enforcement Service following a court ruling.
His wife’s income amounted to 2.3 million hryvnias; she received a further 32,000 hryvnias in financial assistance, and over 584,000 hryvnias from the sale of property.
The couple hold 69,000 dollars, 45,000 euros and 1,250,000 hryvnias in cash. Maksym Dyrdin has a further 191,000 hryvnias and 210 euros in his bank account, whilst his wife Iryna has 765,505 hryvnias.
Davyd Arakhamiia: a brand-new ZEEKR for his wife
Head of the Servant of the People parliamentary faction, Mykolaiv native Davyd Arakhamia, photo from the NikVesti archiveAs in previous years, Davyd Arakhamiia has declared four plots of land in Vito-Poshtove in the Kyiv region with a total area of 1,186 square metres, which he purchased between 2016 and 2017, a holiday home in the same village, an apartment in Kyiv measuring 70.5 square metres, and non-residential premises in Mykolaiv.
He also declared three flats owned by his wife, Viktoriia. In the village of Novopetrivske in the Mykolaiv region, she owns a residential house with an area of 58.6 square metres.
The politician listed his wife’s jewellery in the declaration: Cartier (a diamond ring, a pendant, a bracelet); a set from Bvlgari (a bracelet, a pendant, a ring). She also owns watches from Cartier, Ulysse Nardin and Rolex. Davyd Arakhamiia himself owns expensive watches — Breguet, Rolex and Breitling. Neither their value nor the date of acquisition is specified in the politician’s declaration.
In 2023, a modular garden house from the company Chornomorsk Bud Group LLC for 782,000 hryvnias. The following year, she bought a modular structure from Ruslan Nazaruk’s sole proprietorship for 2.4 million hryvnias.
Last year, the family’s car fleet expanded — his wife Viktoria purchased a 2025 ZEEKR 001, currently popular in Ukraine. The car cost her 1.7 million hryvnias. She also owns a 2017 Mercedes-Benz S 350D worth 2.156 million hryvnias, which her husband uses, and a 2020 Maverick X3 X RS Turbo quad bike. She leases another car, a Mercedes-Benz V-Class 300, for 2.3 million.
Davyd Arakhamiia declared a salary of 603,023 hryvnias; his wife received 2.1 million hryvnias in business income and 57,800 hryvnias in social benefits.
The People's Deputy also holds 2,602,773 hryvnias and 1,000 dollars in bank accounts. He holds 610,000 dollars and 100,000 euros in cash. A further 137,000 dollars and 100,000 euros are held in joint ownership with his wife.
The deputy’s wife holds 21,000 US dollars and 207,000 hryvnias in bank accounts.
