Clarifications and responses may follow investigative actions, — the Mykolaiv Regional Military Administration confirmed the NABU searches

Photo: NikVestiThe Mykolaiv Regional Military Administration has confirmed that the National Anti-Corruption Bureau of Ukraine (NABU) carried out investigative actions in the department of urban planning, architecture, capital construction and support for the Regional Military Administration’s development projects.
This was reported to NikVesti by the press office of the Mykolaiv Regional Military Administration.
As a reminder, a search of the office of a department official responsible for public procurement was confirmed on 7 October by a NikVesti correspondent.
In response to an enquiry from the editorial team, the press office stated:
«We can confirm that investigative measures are being carried out at the Regional Military Administration’s Department of Urban Planning and Architecture. However, at present, we are unable to provide any further information regarding the circumstances and grounds for these investigative measures.»
The press office also emphasised that the Regional Military Administration is acting within the law and does not interfere in the work of law enforcement agencies. The administration will consider the issue of public clarifications and responses once the investigative actions have been completed and official information regarding the circumstances of the case has been received.
The NABU press office has not yet commented on the investigative actions in Mykolaiv. Some Telegram channels have linked the searches to the renovation of the Mykolaiv Regional Children’s Clinical Hospital. There is no official confirmation of this. The hospital’s chief physician, Oleksandr Plitkin, refuted reports of searches taking place at the facility itself in a comment to NikVesti.

The client for the fourth phase of the children’s hospital’s renovation at 21 Mykolaivska Street is the Regional Military Administration’s Department of Urban Development. The department announced the tender, with an estimated cost of 614.9 million hryvnias, in March 2025. The contract was awarded to Antares-Bud LLC with a bid of 596.4 million hryvnias. The company submitted its tender documents just six minutes after the tender was announced.
According to the Treasury, between May 2025 and September 2026, 252.8 million hryvnias were transferred to the contractor under this contract. The purpose of most of the payments, totalling 230.1 million hryvnias, was stated as funding from the European Union.
In November 2025, Iryna Tkachenko, head of the Regional Military Administration’s Health Department, stated that 98 per cent of the work on the hospital’s surgical wing had been completed.
Antares-Bud Ltd is also constructing a shelter on the grounds of the children’s hospital. In September 2026, the Regional Military Administration signed another contract with the company worth 56.2 million hryvnias.
