The Voznesensk Hospital is set to pay ₴7.4 million for the major refurbishment of its operating theatre to a contractor who registered their business just seven months ago

The contract was signed with the sole bidder — sole trader Volodymyr Illich Solohor — who was registered seven months ago. He is to carry out the work for 7.4 million hryvnias.
This is evidenced by data in the Prozorro public procurement system.
The tender was announced on 14 April. The estimated cost of the works was 7,397,180 hryvnias. The deadline for completion of the works was set for 31 December 2026.
Tender announced for major repairs to the operating theatre at Voznesensk Hospital. Screenshot from ProzorroThe Voznesensk City Council has allocated 650 ,000 hryvnias for the repairs , with the remaining amount — 6,747,180 hryvnias — to be covered by the hospital’s operational activities.
The scope of works includes: repair of floors, ceilings, walls, partitions and doors. The contractor must also install steel baths, lay water supply and drainage pipes, and replace the ventilation system. The tender also provides for the installation of medical equipment: an endoscopic system, a video gastroscope, an endoscopic stand, an irrigation pump, a battery-powered surgical aspirator, and a Diomede Neo expert-class ventilator.
On 4 May, bids from tender participants were opened. The sole participant was sole trader Volodymyr Illich Solohor. He submitted a bid of 7,397,103 hryvnias, which is 77 hryvnias less than the estimated procurement cost.
According to data from the YouControl system, Volodymyr Illich Solohor (sole trader) was registered on 6 October 2025, i.e. 7 months ago.

The procurement specifies requirements for the contractor to rectify non-conformities. The contractor was required to provide a copy of the design engineer’s valid insurance policy, as the certificate provided had already expired, and scanned copies of extracts from the minutes of the commission’s meetings to test knowledge of occupational health and safety.
On 22 May, a contract was signed with the contractor.
In response to a query from NikVesti, the Voznesensk District Hospital stated that the contractor had rectified the non-conformities.
As for the qualifications for installing medical equipment, the hospital confirmed that the contractor had provided proof of their qualifications in the documents.
«As part of the tender proposal, the participant provided a letter of guarantee from the manufacturer (or its official representative in Ukraine) confirming the participant’s authorisation by the manufacturer to supply, install and provide warranty servicing for the equipment, namely the Diomede Neo expert-class artificial lung ventilation machine and the endoscopic system,» the hospital reported.
In response to an information request from NikVesti, the Health Department of the Mykolaiv Regional State Administration clarified that in 2023, 14.45 million hryvnias were allocated from the state budget to the Voznesensk Multidisciplinary Hospital for the major renovation of the operating theatre in the surgical wing, and 4.87 million hryvnias from the Voznesensk City Council budget.
However, not all the allocated funds were disbursed in 2023: 8.95 million hryvnias from the state budget and 4.25 million hryvnias from the local budget.
In 2024, the state provided 5.49 million hryvnias, and the local budget provided 309,223 hryvnias. The shortfall in the local budget amounted to 313,292 hryvnias.
As noted in the response to the enquiry, preparatory work is currently underway at the hospital to begin the renovation. The surgical department is operating at full capacity.
As a reminder, the surgical department of the hospital in Voznesensk was temporarily closed at the end of March due to renovation work. Patients were redirected to Pivdennoukrainsk.
