Plans are afoot to build a new wastewater treatment plant in Kobleve using an international grant

Kobleve plans to modernise its drainage system with funding from Sweden. Preparations are currently underway to sign a grant agreement with international partners.

This was reported by the Kobleve Village Council in response to an enquiry from NikVesti.

The Koblieve Village Council plans to secure up to €5.5 million (approximately 258.5 million hryvnias) in grant funding from the Swedish government, to be implemented under the management of the Nordic Environment Finance Corporation (NEFCO). A further minimum of 500,000 euros is to be provided from the local budget as co-financing for the project.

The village council notes that preparations for signing the grant agreement are currently underway, and the funds have not yet been secured.

«Funds have not yet been secured for this project; preparations are underway for the signing of the grant agreement. The project implementation timeline will be determined during the preparatory phase,» the village council stated.

The funds will be used to modernise the community’s drainage system. The project involves the construction of new treatment facilities and the reconstruction of the wastewater collection system in Kobleve.

The first stage of the project is to be the construction of a new wastewater treatment plant in accordance with Ukrainian and European standards. There are also plans to establish a system for the safe collection and transport of wastewater from the village of Kobleve to the new treatment facilities.

It should be noted that at an extraordinary session on 25 May, Kobleve’s councillors had already approved a decision to sign the agreement.

It was previously reported that a «Resilience Hub» will be built in the Kobleve community to provide psychological and legal support, as well as to conduct training. The construction cost will amount to 12.9 million hryvnias.

The village council signed a memorandum of cooperation with the donors in May 2025. The document provides for joint work on the creation of a «Resilience Hub» in the village of Kobleve.

It was previously reported that construction of the waste sorting and processing complex in the Kobleve community, which the Polish company Centrum Wspierania Obrotu Energia promised to implement in 2023, has not yet begun.

As a reminder, in July 2023, the Kobleve community signed a 25-year concession agreement with the investor. The company promised to finance the construction of the waste processing complex, purchase equipment and take responsibility for organising the entire waste management system. However, due to the war, the investor was unable to insure the construction equipment for a long time and, consequently, to deliver it to the site.

The agreement provides for the construction of a complex for the sorting, removal and disposal of waste. All works will be financed by the Polish company. It will also purchase vehicles for transporting waste and clearing the landfill, as well as pay for the organisation of waste processing and disposal.

Meanwhile, in June, a project for the construction of a comprehensive sorting and processing plant for solid household waste in the Kobleve community was published on the DREAM state system website.
