Around ₴70 million is needed to complete the reconstruction of Lyceum №60 in Varvarivka

Approximately 70 million hryvnias are still required to complete the reconstruction of Lyceum No. 60 in Varvarivka. The total cost of the new building is currently estimated at 111.3 million hryvnias, whilst the building is only 36 per cent complete.

This is evidenced by project documents published on the DREAM system, according to NikVesti.

In the financial justification, the total estimated cost of construction is 111 million 342 thousand hryvnias. Based on the current 36 per cent completion rate, the remaining work is estimated to cost around 71.3 million hryvnias. However, the DREAM documents do not specify the exact amount required to complete the construction.

The plan is to seek funding from the state budget

In the DREAM documents, the reconstruction of the lyceum is described as a transitional project, the implementation of which has already begun. In October 2025, it was also included in the list of Mykolaiv’s priority public investments for 2026–2028.

The plan is to complete the construction using state funds. The financial justification states that 100 per cent of the funds required for the project’s further implementation are to be secured as a grant from the state budget.

This does not, however, mean that the necessary funds have already been allocated. The document describes the planned source of funding for the project.

Once the work is completed, a new primary school building for 240 pupils is set to be built in Varvarivka. The project also includes internal utility networks, a fire alarm system, landscaping of the site and a dual-purpose structure that can be used as a fallout shelter.

The financial justification also states that the opening of the new building will create 13 jobs.

Construction has been on hold since last autumn

The school was destroyed in July 2022. As a result of the attack, one of the school’s buildings was destroyed, and the adjacent children’s playground was also damaged.

In December 2023, the Regional State Administration’s Department of Urban Development announced a tender for the reconstruction of the destroyed building of Lyceum №60 in Varvarivka. The contractor was «Interbud Construction Company», which offered to carry out the work for 102.5 million hryvnias.

In 2024, the government allocated 76.6 million hryvnias for the reconstruction of the school. The contractor began rebuilding the school in the summer. The work was scheduled to be completed in August 2025.

However, construction work on the new building for Lyceum №60 was suspended as early as autumn 2025 due to a lack of funding from the state budget. It has not yet resumed.

At the same time, the unfinished building of Lyceum №60 needed to be roofed before the start of winter 2025. The Regional State Administration had been counting on assistance from the city budget, as the school is on the city’s books. However, the city authorities reported that there was no money available for this. The contractor then promised to roof the unfinished building in January. As of August 2026, the work had still not been carried out.

At present, the project is only 36 per cent complete. The contractor demolished the ruined building and erected the «shell» of the new one: they laid the foundations, installed a monolithic reinforced concrete floor slab above the basement and built four storeys. This information was provided to us by the Department of Architecture and Capital Construction of the Mykolaiv Regional Military Administration.

According to the design plans provided to the editorial team of NikVesti, the plan is to construct a new three-storey building for the lyceum. The ground floor is to house a cloakroom, classrooms, a library reading room, a dance studio, toilets and service rooms. The second floor will house classrooms, the headteacher’s office, toilets, physics and chemistry classrooms, a chemistry laboratory, a sports hall, an equipment room, toilets and utility rooms. And on the third floor there will be a rehearsal room, an assembly hall, a changing room, a staff room, a resource room, a biology classroom and laboratory, a sports hall, classrooms, toilets and service rooms. There are also plans to install a lift in the new building.
