Illustrative photo: NikVestiLast year, the municipal enterprise «Zakhyst» signed a contract for routine repairs and refurbishment of the air-raid shelter at Lyceum №22 in Mykolaiv. However, the contractor did not complete the work in full, so the contract was terminated. A new tender has now been announced with an estimated cost of 1.68 million hryvnias.
This is stated in the response from the municipal enterprise «Zakhyst» to an information request from NikVesti.
Uncompleted work
According to the municipal enterprise, the shelter at Lyceum №22 is designed to accommodate 626 people.
In 2025, the municipal enterprise «Zakhyst» had already held a tender for the routine maintenance of the shelter at Lyceum No. 22. The estimated cost was 5.67 million hryvnias. The work was to be completed by 30 November 2025.
Four bidders submitted tenders. K1 Group Ltd offered a final price of 4.37 million hryvnias, Timkrav-Bud Ltd — 4.4 million hryvnias, Nikovita LLC offered 4.43 million hryvnias, and NDP–Group LLC offered 5.15 million hryvnias.
However, on 10 July 2025, a contract was signed with «K1 Group» for a lower amount — 4.25 million гривень. The renovation was funded from the Mykolaiv city budget.
In the response from the municipal enterprise «Zakhyst» to an enquiry from «NikVesti», it is stated that the contractor failed to fulfil the terms of the contract, which is why it was terminated. However, payment was made only for the work actually carried out.
«The contractor did not complete the work in full: in fact, services were provided to a total value of 1.34 million hryvnias. Due to the contractor’s failure to fulfil the terms of the contract, the client unilaterally terminated the contract and imposed sanctions on the contractor as provided for in the contract and under current legislation,» the municipal enterprise «Zakhyst» reported.
New tender
According to information in the Prozorro public procurement system, on 20 October 2026 the municipal enterprise announced a tender for the routine maintenance of the shelter. The estimated cost was 1.68 million hryvnias. Contractors may submit bids until 5 November. The work is to be completed by 31 December 2026.
The «Zakhyst» municipal enterprise explained that the new tender was announced because the work had not been completed under the previous contract.
Tenders were also organised by the Education Department
In 2023, the Education Department of Mykolaiv City Council held several tenders for the routine repair and refurbishment of the shelter at Lyceum №22. The first was announced in February 2023 with an estimated cost of 1.29 million hryvnias. However, the tender did not take place as no bids were submitted.
In April 2023, a new procurement tender was announced for 1.98 million hryvnias. This procurement also did not take place, as contractors did not submit any bids.
The second tender for routine repairs to the shelter also failed to take place. Screenshot from ProzorroIt was subsequently re-advertised with the same estimated value. The sole participant was businesswoman Kateryna Usata. In May 2023, a contract was signed for 1.98 million гривень.
On 16 May, a supplementary agreement was signed, reducing the scope of work and, accordingly, the cost by 47,480 hryvnias. Consequently, the cost of the work under the contract amounted to 1.93 million hryvnias.
In August 2023, the Department of Education held another tender with an estimated value of 965 thousand hryvnias. The contract was awarded to businesswoman Kateryna Usata for an amount matching the estimated value.
NikVesti previously reported that the construction of the anti-radiation shelter at the Rybakivka Lyceum in the Mykolaiv region had dragged on for two years. In 2024, the Kobleve Village Council signed a contract worth 89 million hryvnias with Nimfan LLC. However, the work has still not been fully completed; pupils are attending school in person on a rota basis and using the clinic’s shelter.
