The construction of the shelter for the lyceum in Rybakivka, which has been ongoing for two years, has not yet been completed — the contract has been extended until the end of the year

The construction of the shelter at the Rybakivka Lyceum in the Mykolaiv region, which was due to be completed by 31 October, has not yet been finished. The Kobleve Village Council and the contractor, Nimfan Ltd, have extended the deadline for completion of the works by a further two months.

This is according to information in the Prozorro public procurement procurement system.

As a reminder, in 2024, the Kobleve Village Council signed a contract worth 89 million hryvnias with Nimfan Ltd for the construction of a radiation shelter at the Rybakivka Lyceum. The work was due to be completed by 1 September 2025.

However, over the course of two years, the completion date has been postponed several times: on 30 December 2025, the deadline was extended to 31 May 2026. On 28 May, the deadline was extended to 31 August 2026. And on 31 August, the deadline was changed to 31 October.

Parents of pupils at the lyceum repeatedly checked on the progress of the work in the shelter and were concerned about the constant postponements. During one of these checks, the manager of Nimfan Ltd informed them that the work was due to be completed by 31 October.

The Kobleve Village Council replied to an information request from NikVesti stating that, as of 15 October, the shelter was 91.44 per cent complete.

«The contractor is currently carrying out final finishing and commissioning works and tidying up the surrounding area. Completion of the construction works is scheduled for 31 October 2026,» the response to the enquiry stated.

However, at the end of October, a letter from Ihor Melnychuk, director of Nimfan Ltd, to Oksana Verbyk, head of the Department of Education, Youth and Sport at the Kobleve Village Council, was published on the Prozorro system.

The letter states that the company is requesting an extension to the deadline for completion of the works.

«Due to adjustments to the project and the technical necessity of carrying out additional work, which were identified during the landscaping works, we ask you to extend the deadline for completion of the works until 31 December 2026,» the letter states.

On 29 October, the Department of Education signed a supplementary agreement with the contractor, extending the contract until the end of 2026.

Work has also been delayed at other educational institutions

As a reminder, in the Mykolaiv region, there are plans to complete the construction of a shelter on the grounds of the Oleksandrivka Lyceum, which has also become a long-delayed project: construction began back in 2023. The Department of Education, Culture, Youth and Sport of the Oleksandrivka Settlement Council has signed a contract with Vozbud Plus LLC — the sole bidder in the tender. The cost of the works amounts to 49.8 million hryvnias. The work is due to be completed by the end of 2027.

This is already the fourth contract for the construction of the Oleksandrivka Lyceum shelter — 49 million hryvnias have already been paid to the three previous contractors, yet the project remains unfinished. Analysts have examined the contracts and reported a possible overpayment of 3.3 million hryvnias.

Furthermore, in the Stepove community in the Mykolaiv region, a contractor has been re-selected for the construction of a shelter for the Mykhailivka Lyceum. The winning bidder offered 51.3 million hryvnias, although two other companies were prepared to carry out the work for almost 6.6 million less. The State Audit Service is investigating the procurement. A criminal case has now been opened in relation to the previous 2025 tender worth 46.6 million hryvnias.

The refurbishment of the basement at Lyceum №38 named after Volodymyr Chaika in Mykolaiv, where the shelter is being fitted out, was not completed by 1 September. Work on the site is currently ongoing; however, due to additional work and the need to amend the project documentation, the renovation is now expected to be completed in early December 2026.

Back in June 2024, the company «Maister Bud-Montazh» was awarded a contract worth 20 million hryvnias to refurbish the shelter at Lyceum №38. The work was not completed on time, and the public prosecutor’s office is demanding that a fine and damages be recovered from the contractor. The repairs are now being carried out by another contractor.
