The deputies of the Mykolaiv City Council did not support the decision on the early termination of the powers of the deputy from the banned party «Opposition Platform — For Life» Oleh Tretiak.
This became known on Tuesday, November 28, during the session of the Mykolaiv City Council, NikVesti writes.
Dmytro Falko, secretary of the city council, reported that the specialized city commission on legality and transparency reviewed and did not support this draft decision.
«As far as I understand, Oleh Tretiak has some personal issues that prevent him from fulfilling his parliamentary functions and powers. Unfortunately, this deputy is not present at the session,» Dmytro Falko said.
Deputy Fedir Panchenko expressed his position, emphasizing the importance of fulfilling the oath that each deputy took at the beginning of his term. According to him, deputies should fulfill their obligations to voters and take an active part in local self-government.
— And what grounds are indicated in his statement? I would like to read an excerpt from the oath that we all signed at the beginning of the convocation: «I swear to abide by the Constitution of Ukraine and the laws of Ukraine, to fulfill my duties in the interests of the voters, to take an active part in the implementation of local self-government, solving issues of local life.» That is, for me it is an oath that for the next 5 years, no matter how good or bad, you will help the city and the community. When everything was good, it was clear that everyone wanted to do it. It's difficult now, but if you took the oath and you don't have a valid reason, for example, a serious health situation. Everyone wants to deal with their life issues, but if you took an oath, then please pull this strap and do it. That's why I personally won't vote for it, I'm in favor of all the deputies getting involved in the work and working, and not gathering powers and running away, Fedir Panchenko said.
— Why wasn't serfdom abolished in our country?, asked city council member Olena Kiselyova.
— A person can have different life circumstances and, according to the Constitution, human freedom is enshrined, therefore we cannot restrict rights, answered the secretary of the city council, Dmytro Falko.
Deputy Fedir Panchenko added that applications for drafting a deputy's mandate began to appear after amendments were made to the legislation on limiting the crossing of the state border by officials during martial law. It applies to all officials of central and local authorities, as well as law enforcement officers, people's elected officials, prosecutors, etc.
«For some reason, these statements began to appear after the change to the legislation on the right to leave,» he said.
16 voted for this project, 3 against, and 10 abstained. Thus, the decision was not adopted.
«Okay, there is a little bit of serfdom,» said Dmytro Falko, secretary of the city council, after the vote.
«This is not a serf's right, this is a responsibility that they took on themselves,» replied deputy Fedir Panchenko.
According to the response to NikVesti's information request, Oleh Tretiak attended only two meetings of the city council session in 2023: April 27 and June 8.
We remind you that three deputies of the Pervomaisk City Council in the Mykolaiv region wrote statements about the compilation of powers.
