The regional council's commission on medicine refused to consider the issue of approving Plitkin as the head of the children's hospital

The permanent deputy commission of Mykolaiv Regional Council on Social Policy and Health Care refused to consider and knew from the agenda the draft decision on the appointment of Oleksandr Plitkin as the director of the MNE Mykolaiv Regional Children's Clinical Hospital.

The relevant decision was made during the commission's meeting, which took place yesterday, December 4, NikVesti reports.

The issue related to the appointment of Oleksandr Plitkin, who currently serves as the head of the hospital, was the first item on the agenda of the meeting. However, the head of the commission, Iryna Shabilianova, proposed to remove this issue from consideration due to the public outcry that arose in connection with the investigative actions carried out by law enforcement officers the day before in the case of theft and appropriation of property, as well as forgery of documents. Oleksandr Plitkin and his deputy Iryna Tkachenko were searched on November 30.

— Considering the current situation, I propose to remove the first question about the appointment of the director of the Mykolaiv Regional Children's Clinical Hospital from the agenda. I understand that the case was in the mass media and Telegram channels, various applications, had resonance. But as far as I know, the regional council has not received any documents about the proceedings or that any criminal case has been initiated. But all the same, until this issue is resolved in the case, I propose to remove this issue from the discussion and from the vote, — suggested Iryna Shabilianova.

All deputies present at the meeting — Iryna Shabilianova, Olena Masalitina and Svitlana Fedorova — supported this decision. Oleksandr Plitkin, who is also a deputy of the regional council and a member of this commission, abstained from voting.

It was previously reported that on November 30, searches were conducted at the place of work and residence of the chief doctor of the regional children's hospital, Oleksandr Plitkin, and his deputy, Iryna Tkachenko, as part of criminal proceedings under Part 4 of Article 191 of the Criminal Code (Empropriation, embezzlement of property or taking it by abuse of official position). Part 4 of the article defines deprivation of liberty for a period of five to eight years with deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years for wasting someone else's property in large amounts or under martial law.

At the same time, the police reported that the pre-trial investigation continues under one more article of the Criminal Code of Ukraine, namely part 2 of article 366 of the Criminal Code: drawing up, issuing by an official of knowingly false official documents, entering knowingly false information into official documents, other falsification of official documents, which caused serious consequences. It is punishable by deprivation of liberty for a term of 2 two to 5 years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to 3 years, with a fine of 250 to 750 of the tax-free minimum income of citizens.

Oleksandr Plitkin, who the day before was searched by law enforcement officers in a criminal case regarding the possible forgery of documents and appropriation of property, says that they «poured dirt» on him, and the police «tells something ephemeral.»

We will remind you that in July 2023, during a visit to Mykolaiv, the President of Ukraine Volodymyr Zelenskyy visited the regional children's hospital. Then he criticized the condition of the wards in the medical institution. While in one of the wards, Volodymyr Zelenskyy drew attention to the fact that the room was not adapted for a comfortable stay there. In particular, the ward lacks cornices, curtains, and air conditioning. After President Volodymyr Zelenskyy criticized the condition of the wards in the Mykolaiv Regional Children's Hospital, the institution began repairs in the surgical department and installed air conditioners in eight wards.

On August 16, the State Bureau of Investigation reported the discovery of a large-scale scheme to make money by issuing «false» medical certificates of unfitness for military service at the Mykolaiv Regional Mental Health Center. According to the investigation, this «business» was organized by the director of the medical institution, Viktor Taran, involving subordinate doctors who produced the necessary certificates, and a law enforcement officer who was engaged in recruiting clients.

However, the acting director of the Mykolaiv Regional Mental Health Center, Victor Taran, who, according to the SSU, organized a scheme for the production of certificates for evasions from mobilization, remained in his post.

In September, the prosecutor of the Mykolayiv region, Dmytro Kazak, reported that there is currently only one suspect in the case of issuing «false» certificates in a mental hospital — a law enforcement officer, who, according to the State Bureau of Investigation, was an intermediary.
