Mykolaiv is looking for an investor for coastal fortification in the Namyv microdistrict: how much money is needed for this?

The Mykolayiv City Council has published in the digital system for the search for investments the project of strengthening the coastline in the Namyv microdistrict, which was developed in 2020. The estimated budget of the project is 40.1 million hryvnias.

The essence of the project is the creation of stone-encased bunkers with gabion mattresses (an iron mesh structure filled with stone) to strengthen the coastline. Also, the project envisages the construction of a retaining wall up to 2.5 meters high, also made of gabion structures, which should stabilize the slope. The main task of such structures is to slow down the destructive effect of water on the coastline, as well as to accumulate sand sediments, which, in turn, should expand the beach and reduce the risk of further erosion.
The project also provides for the construction of a footpath along the retaining wall and three descents with stairs and ramps to ensure access to the beach for people with reduced mobility.
In the general plan of the project, it is noted that such structures are durable — according to experts' calculations, they should have a service life of at least 20 years. In the process of operation, the structures will gradually merge with the natural landscape, will be covered with vegetation, which should additionally strengthen the coastline.
It is worth noting that the project was developed back in 2020, and due to the increase in the price of construction materials and works, the budget needs to be recalculated. 37.3 million hryvnias are earmarked for construction work in the project, another 2.7 million hryvnias are needed for other operating expenses, including project research, technical and copyright supervision, etc.
We will remind, in February 2022, the housing and communal services department of Mykolaiv reported that 48 million hryvnias were needed to strengthen the coastline of the Namyv microdistrict, but there were no funds for this in the city budget.
The project plan also includes mandatory regular post-construction maintenance and repair works to ensure uninterrupted operation of the fortification systems and maintain the shoreline in good condition. Regular inspection and maintenance of structures should be carried out by specialized services throughout the entire period of operation.
According to the expert report, the fortification can be built in 10 months, but to start it, it is necessary to solve the issue of additional financing, since today the financial coverage of the project for 2020 is only 3% of the specified construction cost.
The DREAM project office explained that the ecosystem is a tool that allows communities to attract investments to restore destroyed infrastructure, and investors to transparently monitor the passage of their funds and their effective use.
Fortification of the Namyv coastline
In November 2020, the mayor of Mykolaiv Oleksandr Sienkevych promised that the strengthening of the coastline would begin in 2021.
Journalists showed the results of the destruction of the coastline of the Namyv microdistrict in June 2018. Then the water took away several meters of the beach, and the foundations of high-rise buildings began to sink.
In the same year, residents of Namyv began to sound the alarm that water was washing away the coastline. On this occasion, a meeting was held in Mykolaiv City Hall, where the possible implementation of the coastal fortification project, the improvement of the beach strip and the sanitary condition of the territory were discussed.
In addition, in 2016, the Department of Housing and Communal Services announced tenders for the development of the Namiv coastal fortification project worth 416,000 hryvnias. For this, they planned to build an embankment. Then the company «DBK-Proekt», with which the contract was signed and which developed the coastal fortification project, won the bidding.
In October 2019, it became known that the Department of Capital Construction of the Mykolaiv City Council will spend 1 million 472 thousand 340 hryvnias on the development of a project to strengthen the Namyv's coastline. Later, the head of the Ukrainian Design Bureau Hryhorii Patoka explained that the need to develop the second project is related to the change of certain norms in construction.
However, as of October 2024, the coastline of the Namyv microdistrict in Mykolaiv continues to collapse. Due to erosion, the width of the beach zone decreases. In August, NikVesti contacted the district administration to find out at what stage the search for funding is now and whether the state of the coastline has deteriorated during this time. He said that so far it was not possible to find funds for shore fortification, but the last meetings of the mayor Oleksandr Sienkevych with donors give hope that in the near future it will be possible to carry out strengthening works.
