The head of the National Police on the initiative to empower police officers to issue summonses

In Ukraine, the police will not take on additional powers to issue summonses without the participation of the military.

This was stated by the head of the National Police, Ivan Vyhivskyi, in an interview with «Ukrainian News».

Ivan Vyhivskyi emphasized that the police is already engaged in documenting criminal offenses among representatives of the TCC and SP, therefore giving law enforcement officers additional duties to issue summonses may interfere with their main work.

«We have a lot of our own functionality, and we believe that everyone should do their job. We already pick up various moments. Why? Because the police is the largest law enforcement agency, that's why we support other law enforcement structures, and if we don't do this, some important areas of work will simply collapse,» Vyhivskyi said.

He added that the efforts of the police are already maximally focused on assistance for mobilization:

«We already help as much as possible with regard to mobilization, we establish the locations of evaders. It turns out that we will document on the one hand, and issue summonses on the other? Therefore, I believe that we have enough work,» concluded the head of the National Police.

As you know, in the new draft law No. 10378 on changing the rules of mobilization, military registration and military service, the government proposes to empower police officers to issue summonses.

Military TCCs and SPs still have the right to issue summonses. In addition, the government wants to legislate the granting of permission to the police or military TCC and SP to film and photograph the process of serving a summons.

We will remind that they want to mobilize another 450 to 500 thousand soldiers in the Ukrainian army to repel the Russian invasion. But the financial and political conditions of this step have not yet been clarified. President Volodymyr Zelenskyy called mobilization a «sensitive issue».

Also, the head of the «Servant of the People» presidential faction, David Arakhamia, said that on December 25, the government should introduce a draft law on mobilization, which he is working on at the request of the military. «I hope that colleagues from the Cabinet of Ministers will finish their part of the work in the near future. Because the absence of this draft law creates uncertainty and a large number of fakes».

Subsequently, the Commander-in-Chief of the Ukrainian Armed Forces Valerii Zaluzhnyi commented on the plans to mobilize 500,000 people into the ranks of the Ukrainian army.

In addition, the press service of the ground forces reported that servicemen of territorial recruitment centers will not issue a summons in public places if a citizen has registration documents with him.
