In Mykolaiv, they want to create supervisory boards for utility companies to increase transparency and control over their activities. Mykolaivvodokanal may be the first company that plans to introduce such a body.
The relevant draft decision was published on the website of the Mykolaiv City Council.
The project provides for the formation of an independent body that will monitor costs and evaluate the effectiveness of resource management. The supervisory board will consist of experts in the fields of finance, law and management. These experts will be able to analyze costs, check reporting and monitor the implementation of financial plans by utilities.
«In order to ensure transparent and effective control over the financial and economic activities of municipal enterprises of the Mykolaiv City Council, to improve their management, integrity and efficiency of their work,» says the draft decision.
Members of the supervisory board of the city's utility companies must meet certain criteria. In particular, management experience is required, preferably in the field of utilities, as well as a higher education in the field of economics, law or management. Candidates must be independent of political and economic interests, have good communication skills and know the legislation governing the activities of public utilities.
To evaluate the candidacies, they plan to create a competitive commission, which will include, in particular, representatives of the city council. The final selection of council members will take place by voting at the city council session.
We will remind you that in Mykolaiv, integrity will be checked at two municipal enterprises of the city. After which they are reformed. Inspections should start in November at Mykolaivoblteploenergo and Mykolaivelectrotrans utility companies. It is noted that the level of management, transparency and accountability of the KP will be assessed, and potential corruption risks will be determined.
It should be noted that on March 5, the international company Deloitte, which is one of the four largest auditors in the world, presented the results of the integrity assessment of the Mykolaivvodokanal utility company. The company received 579 points out of 1025 possible.
