The budget of Mykolaiv did not have enough funds for municipal allowances for kindergarten teachers

The Mykolaiv budget currently lacks funds to pay municipal bonuses of 5,200 hryvnias to preschool teachers. At the same time, their salaries are set to increase by 40% this year.

This became known during a meeting of the Mykolaiv City Council's standing committee on human rights, children, family, legality and transparency, according to NikVesti.

As a reminder, the Mykolaiv City Council's Department of Education initiated the introduction of municipal allowances for preschool teachers: 5,200 hryvnias for those who work full-time or in a mixed format, and 2,600 hryvnias for employees who conduct the educational process remotely.

According to Svitlana Makarova, deputy head of the education department, there are 1, 826 teachers in Mykolaiv who could claim such a supplement. She said that 54 million 540 thousand 960 hryvnias are needed to pay the municipal supplement to teaching staff, but these funds are not provided for in the city budget.

At the same time, Svitlana Makarova noted that in 2026, in accordance with a resolution of the Cabinet of Ministers of Ukraine, an increase in the official salaries of teaching staff is planned. According to her, there are also insufficient funds for this, but the implementation of the government resolution is mandatory and the city must ensure it first and foremost.

«Today, there is a resolution of the Cabinet of Ministers to increase salaries by 40%. And today, we need an additional 149 million for this salary increase. Therefore, there are not enough funds for this, nor for the planned bonus,» she explained.

Recall that Mykolaiv Mayor Oleksandr Sienkevych said that there is no money in the Mykolaiv budget for the salary increase for teachers initiated by the state.

In addition, at the end of 2025, Mykolaiv Mayor Oleksandr Sienkevych stated that the problem of low salaries in the city council is acute. The difference between the salaries of local government officials and civil servants is 50-100%, he said. Therefore, the mayor explained, salaries for officials can only be increased with financial assistance from the state budget.

As for the new budget for 2026, according to Mayor Oleksandr Sienkevych, it is in fact a subsistence budget and does not cover all the needs of the community.

Deputies also appealed to the Verkhovna Rada of Ukraine and the Cabinet of Ministers with a demand to increase the salaries of cultural workers. The document refers to the critically low level of wages in the cultural sector.

According to the city's calculations, its own budget revenues for 2026 are only enough to cover 82.5% of actual needs, and the financial resource deficit exceeds 1 billion 140 million hryvnias.

In October 2025, the government increased the monthly bonus for teachers from frontline areas, including Mykolaiv region, to 4,000 hryvnia.

According to Prime Minister Yuliia Svyrydenko, the increase affected more than 25,000 teachers working in 84 communities in the Dnipropetrovsk, Donetsk, Zaporizhzhia, Luhansk, Mykolaiv, Sumy, Kharkiv, Kherson and Chernihiv regions. The additional payment will be calculated from 1 September this year, and teachers will receive it in October for two months at once.

The Ministry of Education and Science specified that teachers working full-time or in a mixed format in hazardous conditions will be paid 5,200 hryvnias before taxes. The amount of the bonus will depend on the workload. In particular, for those who work more than the standard rate, the amount will increase proportionally.
