Inclusivity, adherence to timetables, costs: in Mykolaiv, the performance of Mykolaivelektrotrans and Mykolaivpastrans will be assessed using new indicators

The performance of two municipal enterprises — Mykolaivelektrotrans and Mykolaivpastrans — will be assessed using new indicators. Targets have been set for them as of 1 January 2027. The election of a supervisory board for the electric transport company is still to come.

This decision was adopted today, 8 April, by members of the executive committee of Mykolaiv City Council, according to NikVesti.

Oleh Kuksa, Head of the Transport, Communications and Telecommunications Department, noted that it is proposed to approve performance indicators for the municipal enterprise Mykolaivelektrotrans and set their targets for 1 January 2027.

«It is proposed to approve a system of key performance indicators across the main areas of activity: financial stability, cost per passenger, profitability, adherence to timetables, number of cancelled journeys, and customer satisfaction,» explained Oleh Kuksa.

Mykolaiv Mayor Oleksandr Sienkevych announced that a supervisory board for the company would be elected in due course. A competition will be held for this purpose.

«We are working with the European Anti-Corruption Initiative to improve processes at our municipal enterprises, establish supervisory boards, set quality indicators, and ensure the efficient use of resources. This is one of the steps we are taking with Denmark and the European Anti-Corruption Initiative. We will soon be holding a competition to select the supervisory board for this company,» noted the mayor of Mykolaiv.

Members of the executive committee supported the introduction of performance indicators for both Mykolaivelektrotrans and Mykolaivpastrans.

According to the draft decision, more performance indicators have been established for Mykolaivelectrotrans. These cover six areas:

  • financial area — assessment of the company’s ability to ensure its economic stability and attract the necessary resources for uninterrupted operation;
  • operational and technological area — assessment of the efficiency of public transport operations;
  • human resources area — focused on building a qualified and motivated workforce within the company;
  • service area — assessment of interaction with end users;
  • management area — responsible for coordinating all business processes and making strategic and operational decisions within the organisation;
  • sustainable development — assessment of the status and sustainability of inclusive infrastructure development.

For example, accessibility for people with disabilities on urban electric transport was estimated at 55.8% as of 1 January 2026, with plans to increase this figure to 56.4% by 1 January 2027. The average salary this year was estimated at 26,081 hryvnias, and for next year at 28,263 hryvnias. They plan to increase transport occupancy from 0.8% to 0.93%.

The performance of the municipal enterprise ‘Mykolaivpastrans’ will be assessed across four similar areas: financial, operational and technological, service, and sustainable development.

For example, they plan to increase passenger load factors from 50–60% to 70–80%, whilst maintaining accessibility for people with disabilities at 97%. They intend to reduce the average delay from 3–4 minutes to 2–3 minutes.

It should be recalled that the head of the municipal enterprise Mykolaivpastrans, Dmytro Danylenko, stated that following his appointment he had uncovered violations in the areas of procurement and fuel usage that had arisen under the previous management.

In January this year, the director of the municipal enterprise Mykolaivpastrans, Dmytro Teslenko, resigned. He attributed this to poor communication with the mayor, Oleksandr Sienkevych. The mayor responded that Teslenko’s work had been unsatisfactory.

At the end of 2025, Oleksandr Sienkevych appointed a new head of Mykolaivpastrans — Dmytro Danylenko, a former employee of the Mykolaiv Thermal Power Plant.

Later, residents of Mykolaiv began to complain about the operation of route №79, which is run by the municipal enterprise Mykolaivpastrans. The intervals between buses have increased, making it particularly difficult to leave Varvarivka during rush hour.

It was also reported that Mykolaiv may receive forty M29 trams from a transport company in the Swedish city of Gothenburg. The parties currently have a preliminary agreement regarding the transfer of the vehicles.
