The Mykolaiv Executive Committee has approved the water utility’s investment programme, which includes plans to refurbish the treatment works in Halytsynove

The Executive Committee of Mykolaiv City Council has approved the investment programme of the municipal enterprise «Mykolaivvodokanal» for 2027. Key areas include the restoration of water supply and sewerage networks, and the refurbishment of the pumping station and sewage treatment works in Halytsynove.

The Executive Committee adopted the relevant decision at a meeting on Wednesday, 23 September, according to NikVesti.

Viktor Pisotskyi, Deputy Director for Project Implementation at «Mykolaivvodokanal», explained that the main aim of the investment programme is to improve the resilience of the city’s water supply and sewerage systems.

According to him, the majority of the measures will focus on the restoration of the water supply and sewerage systems. The programme also includes the refurbishment of a pumping station and the reconstruction of the sewage treatment works in Halytsynove.

According to the programme’s 12-month financial plan, published on the water utility’s official website, one of the largest planned projects is the refurbishment of the sewage treatment plant, for which 280.4 million hryvnias has been allocated. The document also states that 34.6 million hryvnias are earmarked for the refurbishment and efficiency improvements of the second-stage pumping stations on Yantarna Street.

In addition, «Mykolaivvodokanal» plans to reconstruct several sections of the sewerage networks. Specifically:

Water supply:

• to reconstruct a section of the water main on Soborna and Dunaeva Streets;
• reconstruct a section of the water main on Sculptor Izmalkov Street;
• reconstruct the water main in the Velyka Korenykha neighbourhood;
• to reconstruct the intra-neighbourhood water supply network from 3rd Slobidska Street to Central Heating Plant №71.

Sewage:

• to reconstruct the sewerage network on Grechishnikov Street;
• to construct a section of the sewerage main on Spaska Street;
• to reconstruct the sewerage network on Pogranichna Street between Korabeliv Street and Marshal Vasylevskyi Street;

«The main objective of our investment programme is to improve the resilience of Mykolaiv’s water supply and drainage systems. The measures primarily concern the rehabilitation of water supply and drainage systems. We also have one measure to reconstruct the second-stage pumping station — this will also improve the resilience of our system and enhance the energy efficiency of our enterprise. There is another very important project — the reconstruction of the sewage treatment works in Halytsynove,» said Viktor Pisotskyi during the executive committee meeting.

The programme is to be funded from several sources. In particular, this includes the company’s own funds, which are generated, amongst other things, through depreciation charges — a portion of the value of the company’s assets that is gradually accounted for in expenses towards its future renewal or replacement. Grant funding will also be utilised.

«We are currently trying to make the greatest possible use of grant funding in order to reduce the burden on the city budget. That is why we are cooperating as closely as possible with donors and international financial institutions,» explained the speaker.

It should be noted that, following a decision by the executive committee, the sewage tariff in Mykolaiv will increase by 24 hryvnias from 1 October. It will amount to 41.25 hryvnias per cubic metre.

At the same time, the water supply tariff will remain at the 2019 level for the time being. Mayor Oleksandr Sienkevych explained that the city authorities are not raising it yet because the water utility cannot guarantee the supply of fully treated water to all consumers.

Previously, the director of the municipal enterprise «Mykolaivvodokanal», Hennadii Iziumov, promised that the water supply tariff for the public would remain unchanged until the end of 2026.

Previously, the then head of the Mykolaiv Regional Military Administration, Vitalii Kim, had promised to do everything possible to ensure that the tariff for centralised drinking water supply for Mykolaiv residents did not rise.

For his part , the mayor of Mykolaiv, Oleksandr Sienkevych, noted that the city now pays for water from the new water main on a metered basis, which may affect the tariff for consumers. The water utility has stated that, following the launch of the new treatment facilities, the water tariff for Mykolaiv could reach up to 100 hryvnias per cubic metre.

Oleksandr Sienkevych also pointed out that the current water tariff for the population does not cover the operating costs of the «Mykolaivvodokanal» municipal enterprise and prevents the company from functioning fully and developing.
