Deputies of the Mykolaiv City Council approved the budget for 2025

On Thursday, December 19, deputies of the Mykolaiv City Council approved the city budget for 2025.

The corresponding decision was made during a session of the City Council, NikVesti report.

The total budget provides for revenues of 5.414 billion hryvnias and expenditures of 5.285 billion hryvnias.

Earlier, at a meeting of the relevant city budget commission, the director of the finance department, Vira Sviatelyk, stated that the increase in expenditures in 2025 was made possible thanks to the receipt of an educational subvention in the amount of 515 million hryvnias, which will cover the needs of the first eight months of the year, as well as social subventions from the regional budget.

«I want to inform you that I have made a decision to work on the budget in detail, starting from the new year, for each main manager, for each municipal enterprise,» Oleksandr Sienkevych said during the session.

In particular, the mayor of Mykolaiv reported that next year the city government plans to ensure an increase in budget revenues through the efficient operation of municipal enterprises and the privatization of facilities that have been rented for years.

«We were asked a question at the budget commission about our possibilities to increase it. There are many different ways. One of the ways that some figures in our state use is to increase taxes. This does not suit us. Another issue is to make the work of fund managers more efficient. We plan to improve this issue now with the European Anti-Corruption Initiative, with PricewaterhouseCoopers, who won another tender for work with our municipal enterprises on the efficiency of using funds. Let me remind you, these are enterprises Mykolaivoblteplenergo, Mykolaivelektrotrans,» said the mayor.

He also emphasized that Mykolaiv ranks third in Ukraine in terms of the efficiency of implementing the right to lease municipal property through Prozorro.Sale.

«By the way, I want to inform you that Mykolaiv took third place because we sell the right to rent communal premises at Prozorro.Sale. And we took third place in Ukraine in terms of efficiency and the number of objects that are traded for the right to rent at auctions. And not just secretly given away to some of our friends,» said the mayor.

Next year, the city government plans to begin privatizing long-term leased properties. According to the mayor, this will attract additional funds for the city, which will, in particular, be directed to supporting the army.

«We have avoided this issue for many years — it is the privatization of facilities that have been leased for many years. You and I will have the opportunity to consider this issue next year. The list was formed in the last term, we planned to consider it in 2022, and I plan to do it in 2025. Again, by the method of exercising the right to privatization at auctions, in order to increase the budget receipts from privatization,» he said.

Oleksandr Sienkevych assured that increasing taxes to replenish the budget is not being considered.

«We will not increase taxes. This is my principled position and is supported by the deputies,» he summed up.

According to the draft budget, expenditures will be distributed as follows:

  • Executive Committee — 885 million 904 thousand hryvnias.
  • Department of Education — 1 billion 850 million 560 thousand 183 hryvnias.
  • Health Department — 199 million 100 thousand 819 hryvnias.
  • Department of Labor — 224 million 814 thousand 438 hryvnias.
  • Department of Culture — 212 million 415 thousand 994 hryvnias.
  • Department of Physical Culture and Sports — 169 million 558 thousand 146 hryvnias.
  • Department of Housing and Communal Services — 1 billion 22 million 320 thousand 215 hryvnias.
  • Department of Energy — 58 million 132 thousand 43 hryvnias.
  • Capital Construction Department — 120 million 911 thousand 413 hryvnias.
  • State Traffic Safety Administration — 10 million 540 thousand 590 hryvnias.
  • Emergency Management Agency — 94 million 631 thousand 43 hryvnias.
  • Communal Property Management — 8 million 957 thousand 656 hryvnias.
  • Department for the Provision of Administrative Services — 37 million 870 thousand 431 hryvnias.
  • Department of Finance — 78 million 183 thousand 668 hryvnias.
  • Department of Internal Financial Control — 13 million 583 thousand 867 hryvnias.
  • Zavodskyi District Administration — 73 million 548 thousand 482 hryvnias.
  • Korabelnyi District Administration - 71 million 746 thousand 384 hryvnias.
  • Inhulskyi District Administration — 75 million 988 thousand 814 hryvnias.
  • Central District Administration — 76 million 553 thousand 637 hryvnias.

This decision received 33 votes.

As is known, expenditures on salaries of employees of executive bodies and budget institutions will amount to 38% of the total budget of Mykolaiv in 2025, however, this figure may increase after the approval of subventions from the state budget for teachers' salaries. The main filler of the budget is income taxes paid by the residents of Mykolaiv.
