Almost ₴190 million is planned to be spent on concessionary travel in Mykolaiv in 2026. Photo: NikVesti archiveIn 2026, it is proposed to allocate 189.5 million hryvnias to compensate for the travel of privileged categories in Mykolaiv's public transport.
These figures were announced during a meeting of the city's commissions on budget and publicity, where deputies began discussing budget requests for the next year, NikVesti reports.
According to Serhii Vasylenko, director of the city council's Department of Labour and Social Protection, only two carriers are to be compensated.
The largest amount of funds in the budget request is allocated to ME «Mykolaivpastrans» — 152.7 million hryvnias. This amount already includes the debt for 2025 in the amount of 31.2 million hryvnias.
Separately, the budget request includes compensation for «Eurotranstechservice», which operates 2 buses. For 2026, it is proposed to allocate 5.4 million hryvnias for this carrier. The debt for the current year is 29 thousand hryvnias.
During the discussion, the deputies asked about the methodology for calculating compensation. Serhii Vasylenko explained that it is determined by the procedure approved by the executive committee. Employees of the department, together with representatives of carriers, count passengers, determine the proportion of beneficiaries and set coefficients on this basis.
«The last recalculation was carried out in 2025. For ME «Mykolaivpastrans», the coefficient is 1.98 per cent, and for LLC «Eurotransservice» — 1.46 per cent. Then, on a monthly basis, carriers submit data on the funds received from passengers without benefits. This amount is multiplied by the appropriate coefficient and the approximate amount of compensation is determined,» said Serhii Vasylenko.
He noted that the amounts budgeted are indicative. In particular, for «Mykolaivpastrans», the calculation was made taking into account the possible receipt of new buses in 2026, and actual payments will be made monthly based on actual receipts.
Andrii Yermolaev suggested returning to the idea of introducing privilege cards, as even a small error in the calculations could mean a difference of millions of hryvnias.
«Do you plan to issue a card for pensioners to help them count more accurately? Because the amount is very large, and even a couple of percentage points mistake can save millions,» said Andrii Yermolaiev.
In response, Serhii Vasylenko noted that this is not the responsibility of the Department of Social Protection and is the responsibility of the Transport Department. According to him, the issue of introducing privilege cards has been discussed for several years, but it is planned to return to its implementation after the war is over.
