Salaries in the millions: what the authorities of the Mykolaiv Regional Council declared for 2025

The leadership of the Mykolaiv Regional Council has published details of their assets and income for 2025. The council chairman, his first deputy and deputy declared a combined total of over 4.6 million hryvnias in salaries, significant cash savings and new additions to their car fleets.

All data has been published in the Unified State Register of Declarations, NikVesti reports.

In 2025, Anton Tabunschyk, Chairman of the Mykolaiv Regional Council, received an average of 152,800 hryvnias per month, amounting to a total annual salary of 1,834,581 hryvnias (the highest figure among the leadership). The family received a further 10,000 hryvnias in the form of «National Cashback».

Compared to the previous reporting period, the official income of the regional council chairman has increased significantly. In 2024, Anton Tabunschyk earned 1,552,731 hryvnias. Thus, his annual salary increased by 281,000 hryvnias over the year.

The official owns a residential house in the village of Mishkovo-Pohorilove with an area of 544.1 m² (jointly owned with Tetiana Zhelo) and a plot of land measuring 887 m². He also owns a 68 m² flat. His wife, Iryna, owns a share in a 68.1 m² flat.

Anton Tabunschyk drives his own 2018 Jeep Cherokee and a Kawasaki D-Tracker motorbike. Since 2024, his wife has been using a Skoda Fabia belonging to Volodymyr Pavlenkov.

The official continues to accumulate funds in foreign currency. Whilst in his previous declaration he stated that he held $49,000 in cash, by 2025 this amount had risen to $52,000. His wife has also increased her savings — from €17,000 to €20,000.

Ihor Shcherbyna, First Deputy Chairman of the Regional Council, was the only one to officially purchase a car during the reporting period. In May 2025, he bought a 2016 Mazda 6 for 400,000 hryvnias. The family also owns a 2009 Chevrolet Lacetti.

For his work on the Regional Council, he received an average of 111,900 hryvnias per month, amounting to 1,343,231 hryvnias for the year. In addition, the official received 124,600 hryvnias in salary from the military unit. His wife, Tetiana Shcherbyna, chair of the Olshanske settlement council, earned 1,008,000 hryvnias.

Thus, the couple’s total family income from wages amounted to over 2.4 million hryvnias.

The couple own a 61.6 m² flat in Olshanske. A comparison with the previous declaration shows an increase in the family’s foreign currency savings. Whilst in the previous reporting period Tetiana Shcherbyna declared $20,000 in cash, by 2025 this amount had risen to $25,000. Ihor Shcherbyna himself, as before, does not declare any personal cash holdings.

Deputy Chairman of the Regional Council Denys Andreiev declared an average monthly income of 120,000 hryvnias, amounting to 1,447,719 hryvnias in salary over the year.

His wife, Iryna Andreieva, earned a total of over 425,000 hryvnias: 373,400 hryvnias of this came from the Regional State Administration’s Department of Economic Development, and she also received payments from the municipal enterprise «Mykolaiv Regional Guard» and the public organisation «Oberih Mykolaivshchyny».

The official owns a 293.1 m² flat in Mykolaiv. His wife owns a 44.1 m² flat, two holiday homes (32.6 m² each) and two plots of land in Ochakiv and neighbouring Chornomorka.

Denis Andreyev owns a Kawasaki VN 1600 Vulcan motorbike, whilst his wife owns a Mini Cooper. The deputy also uses a 2009 Lexus RX 350, which is registered in the name of Svitlana Andreieva. His wife, meanwhile, drives a Volkswagen Passat (2017), which is owned by a legal entity — Egida Lex LLC.

Denys Andreiev holds 1.05 million hryvnias and 25,000 dollars in cash, with a further 10,000 dollars belonging to his wife.

In addition, the head of the Mykolaiv Regional State Administration, Vitalii Kim, and his deputies have submitted their declarations for 2025, in which they have disclosed their income and the assets they own.
