Vitalii Kim, Head of the Mykolaiv Regional State Administration, and his deputies have submitted their declarations for 2025, detailing their income and assets.

Vitalii Kim, Head of the Mykolaiv Regional State Administration, has published his declaration for 2025, in which he disclosed information about his family’s property, income and assets.

There have been no changes to the declared property compared to 2024; five flats are listed. The Head of the Mykolaiv Regional State Administration owns a flat measuring 115.7 m², purchased in 2018, and another flat measuring 49.1 m² at , bought in 2019. Both properties were valued at 50,000 hryvnias each at the time of purchase. Also in 2020, Vitalii Kim acquired ownership of two flats measuring 84.1 m² and a flat measuring 73.4 m². Furthermore, also in 2020 he acquired ownership of a non-residential premises measuring almost 294 square metres.

The recipient of donations is the NGO “Mykolaiv Media Hub” (EDRPOU 45160758). Separately, another of the flats is registered in the name of his wife Yuliia – a flat in Mykolaiv with an area of 57.9 m², the title to which was registered in January 2020.

The declaration also states that Yuliia Kim owns a Hublot watch worth over 438,000 hryvnias, purchased in 2022.

Among his vehicles, Vitalii Kim has declared a 2015 Mercedes-Benz E200 (listed value: 149,000 hryvnias), as well as a 2024 Volkswagen Touareg leased in 2025 (listed value: 3,327,880 hryvnias). The latter belongs to the company S-Rostok, whose main activity is agricultural production.

The official’s wife holds corporate rights in two companies, of which she is the sole owner. In particular, she owns a 100% stake in the company Duet-Plus, valued at 600,000 hryvnias, and fully controls the company Media Group, a stake in which is valued at 240,000 hryvnias. Both companies are registered in Mykolaiv.

In 2025, Vitalii Kim received 2,137,858 hryvnias in salary (1,762,000 hryvnias in 2024) and 468,000 hryvnias in rental income. His wife’s income was higher — the largest share came from business activities, amounting to 34,810,091 hryvnias. In addition, she declared 100,984 hryvnias in wages received from the company «Myslyvets Mykolaiv». She also received 488,980 hryvnias from the sale of a 2017 Subaru XV. Furthermore, over the past year she received 260,629 hryvnias in insurance payouts.

The declaration also lists the family’s savings, both in cash and in bank accounts. In particular, Vitalii Kim declared 67,000 dollars in cash and 2.12 million hryvnias. Furthermore, his accounts hold 408,000 hryvnias at PrivatBank and 74,000 euros at the Spanish bank Banco Santander.

His wife Yulia declared $28,550 in cash and 6.05 million hryvnias. She also has funds in accounts: 487,780 hryvnias at Skhidnyi Bank, 3,154 euros at PrivatBank and 68,398 euros at Banco Santander.

In 2025, Heorhii Reshetilov, First Deputy Head of the Mykolaiv Regional Military Administration, declared a 32.4 m² flat and a 180 m² cottage in the resort village of Kobleve. He had declared the same properties in his previous declaration. It is noted separately that his wife, Nataliia Reshetilova, has owned a 41.7 m² flat in Mykolaiv since 2009.

As for land, there are no changes here either. Since 2015, the official has owned a plot of land measuring 800 square metres in the village of Kyriakivka. In 2023, he purchased another plot measuring 1,512 square metres in Sviatomykolaivka.

However, his income has increased. Over the year, Heorhii Reshetilov declared 1,421,000 hryvnias from his main place of work (compared to 1.32 million hryvnias in 2024) and 87,991 hryvnias in salary from Mykolaiv National Agrarian University (82,000 hryvnias in 2024).

His wife, Nataliia Reshetilova, received 2,307,000 hryvnias from business activities. She received a further 25,971 hryvnias in social benefits. In addition, the declaration includes a scholarship of 22,641 hryvnias for their daughter Uliana, who is studying at the agricultural university, and 18,000 hryvnias of her other income.

In terms of savings, the deputy head of the Regional State Administration declared $138,000 in cash and 668,894 hryvnias in a bank account (in 2024, he held $135,000 and 250,000 hryvnias in cash, and 142,000 hryvnias in a bank account). His wife also has $55,000 in cash savings.

There have been no significant changes over the past year in the declaration of Mykola Marinov, Deputy Head of the Mykolaiv Regional State Administration. He stated that he owns two plots of land, each measuring 2,500 square metres, in the village of Yasna Poliana, acquired in 2008 and 2021. He also owns a residential house there with an area of 242 m², purchased in October 2021.

In addition, he owns another house in the same village, measuring 381.3 m², jointly with Alla Marinova.

In Mykolaiv, the official’s wife, Viktoria, owns a flat measuring 119.9 m², purchased in December 2021 for 1 million hryvnias. Mykola Marinov himself has the right to use this property. Viktoria Marinova also owns a garage measuring 17.3 m² worth 200,000 hryvnias.

Among the official’s valuable assets is a hybrid power supply system based on photovoltaic modules, purchased in October 2024 for 480,291 hryvnias.

Mykola Marinov owns a Volkswagen Amarok pick-up, which was purchased in 2022 for 436,147 hryvnias. He also owns a GAZ 3307 truck and a 2021 Palych trailer worth 20,000 hryvnias.

As for new acquisitions, in August 2025 his wife purchased a Mercedes-Benz GLA 200 CDI saloon for 742,000 hryvnias.

In 2025, the official received 1,192,842 hryvnias in salary (in 2024 — 1,159,000 hryvnias in salary). His wife declared 144,299 hryvnias in salary.

The couple also received state payments under the «Winter Support» and «Made in Ukraine» National Cashback schemes. The total amount of payments was 4,000 hryvnias and 2,654 hryvnias under the cashback scheme. The official’s daughter received 6,040 hryvnias in scholarship funds from a medical vocational college.

In addition, Mykola Marinov declared 2,223 hryvnias in additional benefits from a private company, and his wife declared 620,000 hryvnias in income from the disposal of movable property.

The official holds 170,000 US dollars in cash, plus a further 8,353 hryvnias in a bank account. His wife declared 128,000 US dollars in cash savings and 1,118 hryvnias in a bank account.

The declaration also mentions a loan taken out in September 2024 for 468,000 hryvnias. During 2025, 48,000 hryvnias of the principal debt was repaid, and as of the end of the year, the outstanding balance stands at 420,000 hryvnias. The loan is secured by renewable energy equipment.

Oleksandr Traitli, Deputy Head of the Mykolaiv Regional State Administration for Humanitarian Affairs, stated in his declaration that he does not own his own home. He lives in an 83.4 m² flat in Mykolaiv, which belongs to Svitlana Hryhorieva.

He also stated that he has been using a 2015 Volkswagen Passat free of charge since 2020.

In 2025, he received a salary of 1,327,821 hryvnias in his role (in 2024 — 1,226,000 hryvnias in salary). In addition, he has cash savings: 36,000 dollars, 10,000 euros and 11,500 hryvnias. He also holds 96,000 hryvnias in a bank account.

Yurii Hranaturov, Deputy Head of the Mykolaiv Regional State Administration for Medical Affairs, declared four flats in Mykolaiv in 2025, which belong to his wife Tetiana (50.2 m², 160.9 m², 160.9 m² and 50.2 m²). The last flat was purchased in 2024. His wife also owns a 30 m² garage. The 2024 declaration listed another garage, which has since been sold.

Since 2024, Yurii Hranaturov has been using a 2008 Toyota Landcruiser 120 Prado, which belongs to Andrii Hranaturov. He also has the right to use a 2008 Nissan Tiida 1.6.

In 2025, the official received 1,321,221 hryvnias in salary (in 2024 — 1,304,000 hryvnias) and 192,720 hryvnias in pension. His wife received 35,830 hryvnias in pension, 415,000 hryvnias from the sale of property and 20,000 hryvnias in IDP living allowance. His wife also declares 12% of income from bank deposits, but the exact amount is not specified.

His wife has 450,000 hryvnias in cash savings.

Valentyn Haidarzhy

Valentyn Haidarzhy, Deputy Head of the Mykolaiv Regional State Administration for Infrastructure Development, declared an unfinished house in Mykolaiv in 2025, which he owns jointly with his wife. In addition, the couple also own a joint property in the village of Vesnyane, measuring 229.7 m², purchased in 2016 for 1 million 91 thousand hryvnias.

The couple also own two plots of land — 1,425 m² in the village of Vesnyane (since 2008) and 1,000 m² in Mykolaiv (purchased in 2018).

The Deputy Head of the Regional State Administration has declared a 2017 TOYOTA RAV-4 HYBRID, which he has been using since 2025. The car itself belongs to Oleksandr Zabelienkov. Furthermore, since 2022, his wife has owned a 2010 Nissan Qashqai, valued at 75,000 hryvnias.

The official earned 1,372,713 hryvnias in salary last year (in 2024 — 1,217,000 hryvnias). His wife Svitlana, who is an entrepreneur, received 164,509 hryvnias in income.

He holds 70,000 hryvnias in cash, whilst his wife holds 7,000 hryvnias in cash. She also has 1,303 US dollars and 41,395 hryvnias in her bank accounts.

It should be noted that Fedir Panchenko, a member of the Mykolaiv City Council, has submitted his income declaration for 2025. In addition to his role as assistant to the mayor, it transpired that he worked as chief specialist in the department for the organisation of defence and mobilisation work and cooperation with law enforcement agencies at the city council.

It was previously reported that Ukrainian ministers had published their annual declarations of income and assets for 2025. The main source of income for most government officials is their salary, but virtually all have additional sources: teaching, their spouse’s business or investments.
