Ukrainian entrepreneur and politician. Since November 25, 2020 - Head of the Mykolaiv Regional State Administration. Since 2020 - Deputy of the Mykolaiv City Council of the 8th convocation from the political party "Servant of the People".

Graduated from Mykolaiv Gymnasium No. 2 and the Admiral Makarov National Shipbuilding University with a degree in "Enterprise Economics".

Since 1998 - engaged in entrepreneurial activities. Was a managing partner of the Ushuaia club, has a relationship with the construction business. 2003 - worked at the company "Ukrpromresurs", specializing in valuation and auditing activities in the public sector. 2005-2011 - held leadership positions in a number of Mykolaiv enterprises specializing in international investment activities. 2015-2016 — participated in the organization of the work and management of the analytical department of the Ministry of Agrarian Policy of Ukraine.

He was the head of eight companies in Mykolaiv, which he transferred to partners in 2019. The management of three of them passed to his wife Yulia Kim.

In the local elections in 2020, he headed the headquarters of the Servant of the People party in the Mykolaiv region.

From 2020 to July 2026, he headed the Mykolaiv Regional State (Military) Administration.

In 2023, he became one of the 15 leaders in the “Public Administration” category of the “List of Leaders of Ukraine UP-100” rating published by Ukrainka Pravda.

Since July 16, 2026, he has headed the Ministry of Veterans Affairs of the Cabinet of Ministers of Ukraine.
