This is evidenced by procurement data in the Prozorro system.
The procurement was published on 21 October. With these funds, «Mykolaivelektrotrans» is to provide over 1.1 million kilometres of tram and trolleybus mileage. The services are to be provided until 31 December 2026.
The contract is worth 96 million 729 thousand hryvnias excluding VAT. As of 23 October, it is still awaiting signature.
Previously, the executive committee had already concluded a contract with «Mykolaivelektrotrans» worth 443.3 million hryvnias. These funds were earmarked for passenger transport from January to the end of October.
Amendments were made to the contract in June. In particular, trolleybus route №14, «Mykolaiv Freight Railway Station — Kazarskyi Street», was added to the list of routes. Under the updated terms, the company is required to provide approximately 4.4 million kilometres of electric transport mileage over ten months.
According to the Spending.gov.ua portal, from the start of the year until 19 October, the executive committee transferred 361.8 million hryvnias to the company specifically for passenger transport.
Since the start of the year, the Executive Committee has transferred 341.8 million hryvnias to «Mykolaiv Elektrotrans», screenshot from the Spending.gov.ua websiteSeparately, in April, «Mykolaivelektrotrans» received a further 90 million hryvnias to replenish its authorised capital. In total, over this period, the Executive Committee has transferred 451.8 million hryvnias to the company.
It should be recalled that the Mykolaiv City Council had previously reported a shortfall of 96.7 million hryvnias for passenger transport by electric trams. It is precisely this amount that has now been allocated in the new procurement contract.
Also, in early October, Yurii Smetana, director of the municipal enterprise «Mykolaivelektrotrans», reported delays in payments from the executive committee. According to him, the company might not have had sufficient funds to pay for electricity by the end of October.
Furthermore, «Mykolaivelektrotrans» is challenging in court the State Audit Service’s demand to repay 196.8 million hryvnias. The auditors believe that between 2022 and 2025, the company received excess funds for passenger transport services. The company itself disagrees with these findings.
