In Pivdennoukrainsk, the roofs of the vocational college’s teaching block and hall of residence are set to be repaired at a cost of ₴19.6 million

Archive photo from the college’s Facebook pageTwo tenders have been announced in Pivdennoukrainsk for the repair of the vocational college’s roofs, with a total estimated cost of 19.6 million hryvnias. The works are to be carried out on the academic block, the hall of residence and the passageway between the buildings.
This is evidenced by procurement data in the Prozorro system, according to NikVesti.
Both tenders were announced on 29 October by the Department of Urban Planning, Architecture, Capital Construction and Development Project Support of the Pivdennoukrainsk Regional Military Administration. The project concerns the «Pivdennoukrainsk Vocational College» complex at 37 Nezalezhnosti Avenue.
A budget of 3 million 69 thousand 300 гривень has been allocated for the second phase of the renovation, which covers the student accommodation block. According to the technical specifications, the contractor must remove the old roofing, repair the roof, install roof heating and lightning protection.
The estimated cost of the third phase is 16 million 486 thousand 50 hryvnias. This phase concerns the teaching block, specifically the roofs over the sports hall and the assembly hall. In addition to replacing the roofing, the works include thermal insulation, insulating the walls of the skylights, finishing the roof slopes, and installing a roof heating system and lightning protection.
The notices state that the procurement is funded by the European Union under the Ukraine Facility programme. Bids will be accepted until 14 November, and the auctions are scheduled for 16 November. Work under both contracts must be completed by 31 December 2027.
As stated in the project description on the DREAM platform, the college’s roof coverings are worn out and the waterproofing has been compromised. Constant leaks are causing damage to ceilings, walls and floor slabs, whilst damp and mould are appearing in classrooms and ancillary rooms. The overall project covers the teaching block, workshops and the student hall of residence.
Prior to announcing the tender, the department commissioned revisions to the design and cost estimate documentation. A contract worth 180,000 гривень was signed with «Architectural Bureau-Hvylia 89» LLC on 25 September 2026.
Problems with the institution’s roof were first reported back in April 2021, when it was known as the Yuzhnoukrainsk Vocational Lyceum. At the same time, the college director’s report for 2021–2026 states that in 2024–2025, the roofs of the workshops and the teaching block were partially repaired. Among the works carried out during the reporting period were repairs to the roof over the sports hall, individual classrooms, the workshop and the hall: there, the old roofing was removed, a cement screed was laid, roofing felt was installed and flashings were fitted.
It should be noted that in Pivdennoukrainsk, a tender has also been re-launched for the repair of the roof of the main building of the town hospital, with an estimated cost of almost 950,000 hryvnias.
