The basement of a school for visually impaired children in Mykolaiv will be converted into a shelter for ₴1.2 million

In the basement of the Mykolaiv special school for visually impaired children, the simplest shelter is set up.
This is evidenced by the data of the ProZorro public procurement system, NikVesti writes.
The customer of the works is the Department of Capital Construction of the Mykolaiv City Council. According to the tender documentation, the contractor will have until September 30 to carry out repairs in the basement of the school for visually impaired children at 21-B Myru Avenue.
In the shelter, they plan to make walls, ceiling and floor, lay water supply and sewage pipelines. Also, the room will be equipped with a bathroom, ventilation and electric lighting
In a comment to the NikVesti journalist, the director of the institution said that the basement with a total area of 140 square meters was previously used for technical needs. Now there will be a shelter that can accommodate 230 students and teachers of the school.
«There will be two entrances to the shelter, and two large rooms in the basement. There will be furniture, everything related to fire safety, a corner of first aid, the necessary furniture,» said Antonina Mohylnykova.
A play corner will also be set up in the shelter.
«We have children from two to 14 years old. I don't think that training will take place there, the main thing is to sit through the air alarm. The age of the children must be taken into account: there will be some games for the little ones, and developmental games for the older ones. There should be the necessary minimum, because the children need to be occupied with something,» explained Antonina Mohylnykova.
1 million 224 thousand hryvnias are planned to be spent on repair work. Currently, the process of submitting tender offers is ongoing, the contractor will be chosen in June 2023.
The situation with shelters in Mykolaiv
Mykolaiv was on the list of regions with the worst shelter conditions. After inspecting the condition of the shelters throughout Ukraine, the NSDC recognized the unsatisfactory performance of the shelters for use in a number of regions and cities, in particular — Mykolaiv. After that, the mayor dismissed Oleksandr Herasymenia, the head of the department for emergency situations and civil protection of the population. And the first deputy mayor Vitalii Lukov was reprimanded.
Vitalii Kim, the head of Mykolaiv RMA, specified that 69% of abandoned shelters in the region are located in Mykolayiv. At the same time, almost half of the city's residents (47%) rated the condition of bomb shelters in the city as terrible or bad.
Back in May 2023, more than 70 million hryvnias were allocated from the budget of Mykolaiv for the repair and equipping of shelters. However, it turned out that the city budget will not receive funds from 102 million hryvnias, which the state allocated for the repair of shelters in schools and kindergartens of the region. And at the end of August 2023, the head of RMA Vitalii Kim said that he was dissatisfied with the shelters in the schools of the region.
Anna Lychko, head of the education department of the Mykolaiv city council, reported that shelters are being repaired in 21 schools in the city, and another 9 are at the planning stage. At the same time, the city council announced that by the end of 2023, the housing and communal services department plans to repair 18 of the simplest shelters.
In October 2023, NikVesti reported that the department of architecture of the Mykolaiv RMA concluded 27 direct contracts for the development of design and estimate documentation and the carrying out of major repairs of public sector institutions with the company «Architectural bureau — Khvylia 89» LLC, which has been in existence for less than six months, within a month and belongs to a member of the public council of the region on restoration issues. Later, Mykolaiv RMA explained that direct contracts for the design of shelters with this firm made it possible to save the budget.
