Mykolaiv residents must independently recalculate their bills for missing heat, says Lukov

The first deputy mayor of Mykolaiv, Vitalii Lukov, said that residents of the building at 9 Soborna Street , who receive bills for heating despite its absence, must independently draw up reports together with the management company in order to receive a recalculation.

He said this in a comment to NikVesti.

As is known, residents of the high-rise building at 9 Soborna Street in Mykolaiv complain that due to prolonged power outages, there is virtually no heating in the building. According to them, despite this, they receive bills as if for a full service.

«There is a standard procedure for assistance in such cases; the relevant documents must be drawn up. We discussed this issue at a staff meeting on Monday (9 February, ed.). Now we will try once again to remind people that even in peacetime, they had the opportunity to draw up reports together with the management company, after which the heating charges were recalculated. In other words, people must record this, draw up the relevant reports, and then the recalculation will take place,» said Vitalii Lukov.

He added that it is impossible not to charge the entire building for heating, and the recalculation must be carried out individually.

«We cannot take a global approach to the issue, for example, not charging the entire building or the entire neighbourhood for heating, as this would be wrong. This requires individual work, because even within one building, the situation can vary: some flats are cold, while others are warm. For example, the first floors may have sufficient heat and the temperature may be within the normal range, while other flats are cold,» explained Vitalii Lukov.

«Therefore, residents must independently draw up reports and submit them to the heat supply company. The heat supply company, in turn, is obliged to review them and make a recalculation. To do this, the temperature is recorded, everything is formalised by a commission. This procedure exists, it is known to management companies, and condominiums know how to do it,» concluded Vitalii Lukov.
