According to them, despite this, they receive bills as if for a full service.
Olena Ustymenko wrote about this in the Contact Centre group at the Mykolaiv City Council, according to NikVesti.
According to her, the building does not have a central gas supply and runs on electricity, so during prolonged power outages, the heating system does not function properly and the rooms do not have time to warm up.
«We have a 16-storey building without central gas supply, and due to constant power outages, there is virtually no heating. When there is no electricity, the circulation disappears and the batteries are cold. The power is on for 1-2 hours, during which time the building simply does not have time to warm up. Then it gets cold again,» the woman writes.
She added that despite these problems, residents receive bills for the full cost of heating, without taking into account the actual lack of heat.
«Over the last month, it has been constantly cold in the flats. People are freezing, children, elderly people, everyone is sitting at home in their coats. And this is the city centre, not the suburbs. At the same time, bills arrive for full heating, as if the flats are warm and everything is working normally. Excuse me, but how is that possible?» said Olena Ustymenko.
The resident also noted that in other cities, similar problems with buildings that depend on electricity are solved with the help of backup power supplies, while in Mykolaiv, residents see no help from the city authorities.
«What is even more outrageous is that in other cities, such problems with buildings that depend on electricity are somehow solved — they install backup power supplies, change circuits, and look for solutions. But here, we get the impression that it is easier to do nothing and tell people to be patient. We understand that these are difficult times. But why should residents bear all the consequences? If the service is not actually being provided, then this should be recorded and recalculated, rather than pretending that everything is fine,» the woman concluded.
However, a dispute arose in the comments under the post. Mykolaiv residents were outraged by the author's emphasis on the fact that the building is located in the city centre, noting that residents of other areas of the city also have similar problems with heating due to their dependence on electricity.
Some residents wrote that residents of electric buildings should look for solutions themselves, in particular, installing backup power sources through condominium associations or management companies.
«People, learn to adapt. We also have an electric building, and we've had a generator in the boiler room since last year. This is decided by the condominium association. Of course, the stoves don't work and there is no light, but we have heating and water. Get involved in self-government,» wrote user Liuda Dovhan.
«What did you want to emphasise with that sentence in the third paragraph? Let them solve the heating problem in your central building, because somehow the cold has affected your brain,» commented Oksana Ilchenko.
At the same time, other users defended the residents of the building and urged people not to downplay the problem of the lack of heating.
«The word 'suburb' was not used to belittle anyone, but to emphasise the absurdity of the situation: when people are freezing in any part of the city, it is not normal. Instead of supporting the residents in their simple desire to at least live in warmth, we start nitpicking words and figuring out who lives where and who suffers more. Sometimes it seems that we are ready to quarrel among ourselves instead of demanding normal living conditions together,» said Oleksandr Diachenko.
We will remind you that in Mykolaiv, during power outages, heating problems were recorded in about 25 of the 1,324 buildings on the balance sheet of the regional heating company.
It should be noted that the director of OKP Mykolaivoblteploenergo Mykola Lohvinov reported that a total of 220 individual heating points are planned to be installed in the Korabelnyi district and on the Namyv.
