Due to delays in the renovation of a building on Admiralska Street in Mykolaiv, the public prosecutor’s office is demanding a fine of nearly ₴1 million from the contractor

Archive photo: NikVestiThe Mykolaiv City District Prosecutor’s Office is seeking, through the courts, to recover nearly 1 million hryvnias in penalties from a contractor that failed to complete the restoration of the damaged building at 21 Admiralska Street within the agreed timeframe.
This has been reported by the Mykolaiv Regional Prosecutor’s Office.
According to the prosecutor’s office, in order to avoid liability for failing to meet the deadline for the work, the contractor initiated the signing of a supplementary agreement, which extended the deadline for completion of the repairs by three months. However, the prosecutor’s office claims there were no legal grounds for this. As NikVesti has established, the company in question is TAVRIYAMONOLITBUD LLC.
«As a result, the repair works stipulated in the contract for a residential building in Mykolaiv, which was damaged as a result of the Russian Federation’s armed aggression, were not completed within the timeframe specified in the contract; yet the local authority has not imposed any penalties on the contractor,» the prosecutor’s office stated.
In its claim, the prosecutor’s office is asking the court to declare invalid the part of the supplementary agreement extending the deadline for completion of the works to 31 March 2026, and to order the contractor to pay 994,5 thousand hryvnias in penalties.
According to data from the Prozorro system, the Department of Housing and Communal Services entered into a works contract with TAVRIYAMONOLITBUD LLC for the major refurbishment of the building at 21 Admiralska Street in July 2025. The contractor was due to complete the work by 15 December 2025; however, on the day the deadline expired, the parties signed a supplementary agreement postponing the handover of the works until 31 March 2026, as stated in the Commercial Court’s ruling.

Screenshot from ProzorroAt the same time, the public prosecutor’s office considers that the change to the essential terms of the contract took place without any objectively justified grounds supported by documentation, which contravenes public procurement legislation.
According to YouControl data, on 22 June, the Commercial Court of Mykolaiv region opened proceedings in the case. A preparatory hearing is scheduled for 23 July 2026.
As is known, in July 2023, the Department of Housing and Communal Services published a tender for major renovation works. A contract with the contractor was finally signed at the end of August. The city had planned to spend 9.2 million hryvnias on the works.

However, when the contractor began the restoration work, additional tasks arose which the Housing and Communal Services Department had not taken into account when drawing up the contract, leading to the project being suspended for adjustments.
In May 2025, Mykolaiv’s Housing and Communal Services Department announced the first tender for the building’s repair, worth 12.6 million hryvnias, but it did not go ahead. It was re-advertised in June, and by July a contract had been signed with the contractor to carry out the work.
A Russian missile struck the building at 21 Admiralska Street on the night of 1 October 2022. Part of the fourth and fifth floors of the five-storey building were destroyed. A young woman was killed as a result of the enemy attack, and five other people were injured.
