A supervisory board is to be established at the Voznesensk Multidisciplinary Hospital. To select its members, a selection committee must be set up and regulations governing its operation must be approved. Failure to do so could result in the hospital losing funding from the National Health Service. The first decisions regarding the establishment of the selection committee and the supervisory board were adopted by city councillors.

The issue of the supervisory board and the selection committee was considered at the 100th extraordinary session of the Voznesensk City Council on 7 October, according to NikVesti.

Councillors discussed the procedure for establishing supervisory boards and the regulations governing the selection committee, which will select candidates for the supervisory board of the Voznesensk Multidisciplinary Hospital.

Mayor Yevhenii Velychko emphasised that without the approval of the selection committee and the supervisory board, the hospital would lose funding from the National Health Service. He acknowledged that these issues should have been considered earlier.

«If we do not have this committee (the selection committee that will choose the members of the supervisory board, — note), we will not be able to claim the National Health Service funding package. It will take us a month to form the board. That is why we are forced to raise this issue in advance. Yes, we may be criticised: we should have raised this issue several months ago. We need to be frank and honest here. But we are trying to make up for what we have fallen behind on,» said the mayor.

Deputy Mayor Oleksandr Myzhalo noted that members of the hospital’s supervisory board will be selected through a competition. A contract will then be drawn up with them. However, the work of the supervisory board will not be remunerated.

However, in order to hold the competition, a selection committee must be established, the procedure for forming the supervisory board must be approved, and the regulations governing the selection committee must be adopted.

Councillor Viktor Osadchenko abstained from voting in the humanitarian committee, so the mayor invited him to express his opinion.

«Why is a supervisory board being set up? To oversee the hospital’s work. But it turns out that those who are supposed to be supervised are choosing their own members. I want everyone to know my view that this is wrong. People should choose who oversees the authorities, not the authorities choosing who oversees them,» said the councillor.

Oleksandr Myzhalo clarified that the selection committee would comprise eight people: three representatives from the city council, including councillors if they so wish, two representatives from social welfare services and three representatives from civil society organisations. The supervisory board, meanwhile, would consist of seven people.

«It is a mandatory requirement that the majority come from civil society, not the authorities,» noted Oleksandr Myzhalo.

The councillors also asked whether they could serve as members of the supervisory board and the selection committee. A representative from the legal department stated that an announcement would be published on the city council’s website. Councillors will also be able to submit applications to join the selection committee, which will determine the composition of the supervisory board.

Nineteen councillors voted in favour of approving the procedure for establishing supervisory boards and the regulations governing the selection committee. The resolution was adopted.

As a reminder, in June 2026, the Mykolaiv Regional Council adopted a decision on the establishment of supervisory boards in regional healthcare institutions. As explained to the councillors, the Cabinet of Ministers’ resolution states that, from 1 January 2027, cluster and supra-cluster healthcare facilities will have contracts with the National Health Service of Ukraine (NHSU) provided that a supervisory board is established.

On 27 September, the Mykolaiv City Council endorsed the decision to establish supervisory boards at City Hospitals №3, №4 and №5. This involves setting up a permanent selection committee to appoint independent members to the supervisory boards.
