In Mykolaiv, there are plans to relocate the «Vulytsia Bila» public transport stop on General Oleksa Almazov Street, past the junction with Bila Street. At the new location, a bus stop area will be developed, and a shelter, benches and lighting will be installed. The old bus shelter will be dismantled.
This is according to data from the Prozorro e-procurement system, as reported by NikVesti.
In September 2026, the administration of the Zavodskyi District of Mykolaiv City Council announced a tender for the major refurbishment of the «Vulytsia Bila» public transport stop on General Oleksa Almazov Street (odd-numbered side).
The estimated cost of the procurement is 3 million 94 thousand 166 гривень. The works are to be funded from the local budget. The deadline for submitting tender bids is 13 November 2026.
According to the tender documentation, the contractor must complete the works by 20 December 2027. The documentation also states that, prior to commencing works, the contractor must coordinate the works with the organisations responsible for the utility networks, should such networks run beneath the repair site. These include the Municipal Utility Company «Mykolaivvodokanal», the Regional Utility Company «Mykolaivoblteploenergo», the Private Joint-Stock Company «Mykolaiv Central Heating and Power Plant», the Public Joint-Stock Company «Mykolaivgaz» and the Public Joint-Stock Company «Ukrtelecom».
Separately, the tender documentation specifies the warranty periods for the work carried out and the structures installed. These come into effect once the parties have signed the acceptance certificate for the completed construction works.
In particular, the warranty period for the road base, cast-iron manhole covers and storm drain grates, concrete slabs beneath manhole covers, the pavilion structure, and concrete and reinforced concrete kerbstones is 10 years. For granite kerbstones, the warranty period is 15 years. The same period applies to the asphalt concrete surfacing, surfacing made of shaped paving elements and road barriers. The warranty period for road signs is five years, and for guide posts, four years.
In response to an information request from NikVesti, the Zavodskyi District Administration stated that, according to the tender documentation and the calculation of the estimated procurement value, the cost of the works is estimated at 4 million 77 thousand 176 hryvnias.
The administration also explained that the relocation of the bus stop is linked to the development of a cycle route. This is provided for in a decision by the Executive Committee of Mykolaiv City Council dated 20 August 2024. According to the project documentation, the bus stop is to be relocated past the junction of Bila Street and General Oleksa Almazov Street. Consequently, the bus shelter currently situated at the previous location will be dismantled.
To carry out the work, the Zavodskyi District Administration has commissioned the preparation of design and cost estimate documentation. Prior to this, the site was inspected and a defect report was drawn up, setting out the list and scope of the necessary works.
Plans for the new site include the creation of a parking bay, the installation of bollards, a bus shelter, benches, lighting and information signs.
The project also includes measures to ensure the area is barrier-free and accessible to people with reduced mobility. In particular, ramps and tactile paving for people with visual impairments are to be installed, kerbs are to be lowered where pavements meet the carriageway, and footpaths are to be brought into line with regulatory requirements.
The administration plans to address the issue of temporary traffic management for public transport and pedestrians during the renovation, taking into account the conditions of the works and safety requirements. This is to be agreed with the relevant authorities.
It should be noted that the patrol police had previously proposed relocating the bus stop. In response to the enquiry, the district administration also provided a copy of a letter from the Patrol Police Department in Mykolaiv region dated 13 March 2026, addressed to the mayor, Oleksandr Sienkevych, and the director of the City Council’s Department of Housing and Communal Services, Dmytro Bezdolnyi.
In the letter, the patrol officers expressed concern about the accident rate on the streets and roads of Mykolaiv and once again approached the city authorities with proposals for changes to certain sections of the street and road network.
In particular, at the intersection of General Oleksa Almazov Street and Bila Street, the police proposed implementing a previously agreed decision to relocate the bus stop along Bila Street towards Tsentralnyi Avenue. In the patrol officers’ view, this should increase the intersection’s capacity and reduce the likelihood of traffic jams. Furthermore, in their letter, the police proposed installing traffic lights at this junction in accordance with the requirements of the national standard for traffic lights.
As a reminder, the Executive Committee of the Mykolaiv City Council plans to pay a further 96.7 million гривень to the municipal enterprise «Mykolaivelektrotrans» for the carriage of passengers by trams and trolleybuses until the end of 2026.
With these funds, «Mykolaivelektrotrans» is to ensure that trams and trolleybuses cover over 1.1 million kilometres. The services are to be provided until 31 December 2026.
