President Volodymyr Zelenskyy announced the readiness of the Ukrainian victory plan. He said this in an evening video message.

According to him, now determination is needed to implement it.

«Today we can already say that our Victory Plan has been fully prepared — all points, all key points, the necessary annexes with details to the Plan have been determined. Everything is worked out. The most important thing now is the determination to implement,» said Volodymyr Zelenskyy.

He stated that it is impossible to «freeze the war» or any other decisions that will not be final on the issue of the war between Russia and Ukraine.

«There is and cannot be any alternative to peace, any freezing of the war or any other manipulations that will simply move Russian aggression to another stage. We need reliable and long-term security for Ukraine, and therefore for the whole of Europe. That is what we are working for,» he said.

Two days ago, on September 16, Volodymyr Zelenskyy said that the plan for Ukraine's victory in the war is 90% ready. According to him, the plan covers military, political, diplomatic and economic aspects, each of which has a clear list of actions to strengthen Ukraine's position. «There is no impossible thing there,» he emphasized in his address to Ukrainians. The next day, the head of state announced a «strong» military content of the victory plan.

On Wednesday, September 18, it was reported that Joe Biden's administration had read the plan proposed by President Volodymyr Zelenskyy for ending the war in Ukraine and recognized it as realistic.

The Japanese news agency Kyodo News, citing a senior government official, reported that Volodymyr Zelenskyy's War Victory Plan would include a detailed list of military resources vital to defeating Russia, as well as a request for permission to attack Russian territory with long-range missiles. As Suspilne writes, the plan will also emphasize the need for investments to strengthen the domestic defense potential. It will be presented during a summit with US President Joe Biden at the end of this month, the agency notes.

According to the official, while the full-scale war, which began in February 2022, drags on, Ukraine seeks to take the lead in peace efforts, offering concrete measures to put pressure on Russia in military, economic, political and diplomatic terms.

On the military front, the plan will specify the number and types of weapons, including long-range missiles provided by the United States and Great Britain, to achieve victory, as well as the timing of their delivery and the expected impact on the battlefield.

«Underscoring the success of Ukraine's operation in Russia's Kursk region, the plan also suggests that increased attacks on Russian territory will be effective in creating social unrest in the country led by President Vladimir Putin,» says the material cited by Suspilne.

As for economic measures, the agency source said the plan would involve investment by allies to expand Ukraine's production of weapons such as drones and missiles, while also calling for new sanctions to weaken Russia's ability to continue the war.

The political steps of the plan will include a request for Ukraine's membership in NATO as soon as possible. At the diplomatic level, the need to strengthen relations with the developing countries of the Global South, on which Russia depends for trade, will be emphasized in order to exert maximum pressure on Moscow.

As Kyodo News writes, Zelenskyy is expected to visit the UN General Assembly in New York at the end of September and present his victory plan to Biden and the two candidates for the US presidential election on November 5, Vice President Kamala Harris and Donald Trump.
