Andrii Dmytrenko, head of the Black Sea community from the Servant of the People party, stated that the court’s decision to annul the village’s master plan had effectively paralysed work on land and property, and created difficulties for residents.

He said this in a video address on social media, according to NikVesti.

According to him, the Odesa Court of Appeal upheld the claim by the Mykolaiv Regional Prosecutor’s Office and annulled the village’s master plan, which had been adopted back in 2017.

«And the prosecutor’s office didn’t notice, know or see anything for seven years, but then ‘came to its senses’ seven years later. A whole host of other documents were drawn up on the basis of this very document. This includes changes to the boundaries of the settlement, the coastal and protective zones, regulatory and monetary valuations, cadastral numbers, streets and addresses — everything is built around this document. And today it is considered invalid; the residents of Chornomorka are being held hostage by the absence of a single document regarding property and land rights,» Andrii Dmytrenko is convinced.

The head of the community announced that the village council is temporarily suspending the issuance of documents relating to land and property. Dmytrenko explained that the community is preparing a cassation appeal and plans to challenge the decision further. At the same time, he said, the situation is complicating the work of the local authorities.

He also criticised the prosecutor’s office’s lawsuit, suggesting there might be «other interests» at play and describing the situation as an artificially created problem.

«We already have so many problems, we don’t know how to solve them. There’s no budget, no money, and no one to work for the wages we pay,» he complained.

He also emphasised that no official complaints had been received about the master plan during the entire time it had been in force.

«This master plan was a strategic document for the region too, because it reflects the vision of the people of the Black Sea region for how we want to live in the future. There were public hearings; everyone knew about it, everyone voted. And today the prosecutor’s office is taking away our future,» the community leader is convinced.

It should be recalled that Andrii Dmytrenko previously stated that all the plumbers in the community who maintain the water supply and sewerage systems had been called up for military service.
