The Mayor of Mykolaiv, Oleksandr Sienkevych, has redistributed responsibilities among his deputies. In particular, Deputy Mayor Serhii Korenev has been granted additional powers.

The mayor signed the relevant Order No. 93r amending the document on the distribution of powers on 4 March, reports NikVesti.

According to the updated document, Serhii Korenev will be responsible for the economy, municipal property and capital construction. Previously, these matters fell within the remit of the first deputy mayor, Vitalii Lukov.

He is now responsible for:

  • Economy and finance: analysing the city’s financial and economic situation, developing socio-economic development programmes and implementing the Community Development Strategy;

  • Investment and business: attracting foreign investment, job creation and coordination of policies to support small and medium-sized businesses;

  • Construction: coordinating work on investment in capital construction, reconstruction, restoration and major repairs of municipal property;

  • Civil Protection: the operation of the city’s civil protection system and measures to prevent emergencies.

Four strategic departments of the city council have been placed under the deputy mayor’s authority:

  1. Department of Economic Development;

  2. Municipal Property Management;

  3. Capital Construction Office;

  4. The Office for Emergency Situations and Civil Protection.

Furthermore, according to a source at the city council cited by NikVesti, under the new structure, it was also planned to place the Department of Energy Efficiency under Serhii Korenev’s authority. However, this did not happen, as the director of the Department of Energy Efficiency, Alla Lutska, refused to work with him:

«I will not work with Korenev and I will resign if you transfer me to Korenev,» the source told NikVesti.

As a result, the matter was put on hold, and the Department of Energy Efficiency currently remains under the authority of the First Deputy Mayor, Vitalii Lukov.

Serhii Korenev has also been granted the authority to sign contracts on behalf of the city council and the executive committee regarding capital construction, the reconstruction of facilities, and matters of municipal property.

A separate clause states that in the absence of the mayor, Serhii Korenev may perform his duties in accordance with the relevant order.

It is worth noting that in 2021, Mayor Oleksandr Sienkevych announced that Deputy Mayor Serhii Korenev was overseeing the capital construction sector.
