Sienkevych: Prime Minister Svyrydenko promised to «give the go-ahead» for an EIB loan to build new sewage treatment plants in Mykolaiv

The European Investment Bank has confirmed that it will continue to work on the project to modernise the wastewater treatment facilities in Mykolaiv, with co-financing from Denmark. In addition, Ukraine’s Prime Minister Yuliia Svyrydenko has assured that she will «give a boost» to this project. The Ministry of Finance is to provide guarantees for the project’s launch.

This was stated by Mayor Oleksandr Sienkevych during a session of the Mykolaiv City Council on 30 June, according to NikVesti.

The mayor said that funding had been secured from the European Investment Bank for modern water treatment and the replacement of old treatment facilities in Mykolaiv. Denmark is to provide €43 million in co-financing. According to the mayor, this was discussed at a conference in Gdańsk.

«Today we are awaiting confirmation of this project from the Ukrainian Ministry of Finance. As soon as it provides a sovereign guarantee that we can proceed with this project, it will begin to be implemented. At present, only the Prime Minister and the Minister of Finance can resolve this issue. This is precisely one of the issues discussed on the sidelines of the Ukraine Recovery Conference in Gdańsk, where we reaffirmed our desire to continue working on this project. The Bank has confirmed its willingness to continue, and the Prime Minister, following a meeting with the European Investment Bank, has assured us that she will now give this her full attention and give the project a boost,» said the mayor.

In addition, on 30 June, the Recovery Agency reported that during the Ukraine Recovery Conference, projects to build a water pipeline and treatment facilities for Mykolaiv were discussed with Danish partners, as well as opportunities to secure grants for the next stages of the project.

«We discussed the most important projects implemented in the field of water supply. First and foremost — the construction of the Mykolaiv water pipeline and treatment facilities. We presented the results of the latest water quality studies, discussed technical solutions and the possibilities of securing Danish grant funding for the next stages of modernisation,» said Serhii Sukhomlyn, Head of the Recovery Agency.

Water treatment facilities for Mykolaiv

As a reminder, the initial plan for the construction of new water treatment facilities for Mykolaiv was to take out a loan from the EIB, with Denmark providing the remainder as a grant. The project was expected to take several years to complete and was intended to help supply the city with water meeting European standards.

However, Serhii Sukhomlyn, head of the State Agency for Reconstruction, later stated that this idea had been abandoned. It was decided to build the new water treatment facilities using state funds – those that had been saved during the construction of the city’s new water pipeline.

However, the mayor of Mykolaiv, Oleksandr Sienkevych, noted that whilst he supports the modernisation of the new water treatment facilities using a loan from the European Investment Bank, he believes the state should be responsible for repaying it.

Also, in March 2026, the mayor said that the total cost of the water treatment plant modernisation project was 80 million euros, of which the Danish government was prepared to provide 45 million euros, with the remainder coming from an EIB loan.
