Shelters in Mykolaiv can be equipped with a system of automated access to storage facilities to avoid situations when they are locked during an air raid.
If the storage facilities are located in the basements of buildings, then the system will also respond to access to the entrance, Mykolaiv Mayor Oleksandr Sienkevych said in an interview with the «MART» TV channel.
The mayor recalled the frequent complaints of residents who, during the alarm, could not get into the nearest shelter because it was locked with a key. In some cases, when the shelters are in apartment buildings, it is not even possible to reach one of the people to take the key.
«We repair the basement of an old house or a bomb shelter in the basement, install electricity, water supply, pipes, and the residents of the house close it. We do not make repairs in basements, this is the creation of protective structures, they must be open. The city does its job and makes it available for use, and they close them down. And this will be a matter for the police,» said Oleksandr Sienkevych.
The authorities see the installation of electronic locks as one of the ways to solve the problem. The system will respond to the sound of the siren, and after the notification, the lock will automatically lock. At the same time, people from inside will be able to press a button to leave the room.
Such a project will cost about 5 million hryvnias.
«There is a proposal to equip these buildings with electronic locks that will respond to sirens. If the siren turns on, these locks are automatically disabled, after the siren they are blocked, but it will be possible to open from the inside. In addition, some entrances to the premises are through the entrance, and people say: «Please let them enter the basement, but who will let them in the entrance?». That is, it will be necessary to synchronize with the opening of warehouses and entrances. It's all about funding. We will count, show the deputies, pass the commissions. If it is agreed, we will implement it,» suggested the mayor.
Earlier, it was found out that a padlock was attached to the door of the warehouse on Sylikatna (Matviivka microdistrict), designed for 500 people. The witness was a correspondent of NikVesti, who happened to be near the storage during the air raid, but could not get there.
Mayor Oleksandr Sienkevych, reacting to the situation, said that communal workers will cut such padlocks if they notice them, and also called on citizens to call the police in such cases.
The DHCS explained that shelters, which are being repaired in Mykolaiv apartment buildings with budget funds, should be available to all citizens, and not only to the residents of these buildings.
But the Mykolaiv authorities do not yet know how to solve the problem of the inaccessibility of shelters in the entrances of buildings.
