«Bureaucratic red tape» prevented Pivdennoukrainsk from developing ₴124 million for development and construction

In 2024, Pivdennoukrainsk received 124 million in grant funds, subventions and subsidies from the state budget, but it was possible to use only part of the funds.
This became known at the session of the Pivdennoukrainsk City Council, NikVesti reports.
Mykola Pokrova, the first deputy mayor, presented the report to the deputies. He said that this year it was possible to attract «record» amounts of donor funds and subsidies. At the same time, due to «bureaucratic red tape», part of the funds remained unutilized.
«This is capital construction. If it were current, it would be easier. And here is the project, it needs to be adjusted and re-examined. All this is bureaucratic red tape, it takes a lot of time. In many ways, the reason for the delay and low implementation of projects and the development of allocated funds is the bureaucratic process,» said the deputy mayor.
He cited the example that the city won a grant from UNDP for 27.5 million hryvnias at the beginning of the year, but the implementation of the project has not yet started. Mykola Pokrova noted that this is due to the fact that the management of the Department of Construction and Repairs of the Pivdennoukrainsk City Council has already changed three times and everyone starts all processes anew.
«Because the financial agreement is agreed with the two ministries. We have a lot of correspondence with these ministries. One manager went through it, then he was replaced. The next manager goes through the same thing from the very beginning. Then the third manager. Already the third manager signed everything and prepared the renaming of the city. And for the fourth time, we are processing the documents for a financial agreement for 27.5 million hryvnias. We cannot influence this process, unfortunately, we have such a bureaucratic system,» he added.
It should be noted that 27.5 million hryvnias were to be spent in the city on technical re-equipment to increase the reliability and energy efficiency of the heat distribution point (TRP-5).
