Residents of villages in Mykolaiv region buy housing in cities after receiving the «eVidnovlennia» certificate

Residents of rural areas of Mykolaiv region, who receive compensation for destroyed houses under the «eVidnovlennia» program, are increasingly leaving their villages and moving to cities or other regions.

This was announced by the head of the Bashtan district military administration, Vladyslav Dmytriv, Ukrinform reports.

According to him, the cost of a compensation certificate for destroyed housing today is between one and two million hryvnias. This amount is enough to buy an apartment in the regional center or a small town.

«We recently visited the village of Shyroke, Bashtanka district. Residents there are given certificates worth 1.1-1.2 million hryvnias for destroyed houses. After receiving the money, people simply leave the village,» said Vladyslav Dmytriv.

At the same time, there is a serious problem with property documents. Many people have lived in their homes for decades but do not have official documents. This makes it significantly difficult or impossible to receive compensation.

It should be noted that as of December 17, 300 residents of Bashtanka district had submitted applications for compensation. The commission considered 270 applications and satisfied 202 of them. In total, 284 certificates were issued for the amount of 248 million hryvnias. The number of certificates exceeds the number of applications, since one house sometimes has several owners.

Bashtanka district of Mykolaiv region unites 279 settlements, which before the war were inhabited by 138 thousand people. In the first year of the full-scale invasion, intensive fighting took place in the district, and part of the territory was temporarily occupied.

How «eVidnovlennia» works in the Mykolaiv region

From May 10, 2023, the «eVidnovlennia» compensation program for damaged housing has been in effect in Ukraine.

It should be noted that Ukrainians who lost their homes due to the war will be able to use the «eVidnovlennia» housing certificate to pay the first installment for a mortgage under the «eOselia» program.

Mykolaiv region is among the top five regions in terms of the amount of compensation received for damaged property under the «eVidnovlennia» program.

Thus, over the past year, residents of the Mykolaiv region, whose property was damaged as a result of Russian aggression, were paid 140 million hryvnias under the program.

As you know, from January 1, 2024, Ukrainians who repaired damaged housing as a result of Russian aggression at their own expense may also claim compensation.

In September 2023, a Mykolaiv resident convicted of collaborationism applied for compensation for property damaged by Russian shelling under the eRecovery program. Mykolaiv Mayor Oleksandr Sienkevych noted that the collaborator would not receive any money from the state.

Mykolaiv region also entered the top five leading regions, where the largest number of applications under the «eVidnovlennia» program were submitted. However, the region has the lowest rates of consideration of these applications. Therefore, the Ministry of Reconstruction called on the Mykolaiv commissions to speed up their processing: «The ability of owners to receive assistance for the restoration of housing before the autumn-winter cold weather depends on this.»

And in January of this year, the first resident of Mykolaiv purchased an apartment with an «eVidnovlennia» housing certificate.

As of December 2024, Mykolaiv residents submitted 3,666 applications for damaged property under the eRecovery program.
