«We are in a critical situation,» said the headteacher of Lyceum №60, referring to the unfinished building, which has been standing without a roof for the second year running

Nataliia Boiarska, headteacher of Lyceum №60, has described the state of the unfinished building — which the authorities have been unable to roof for the second year running — as a critical situation. As weather conditions worsen, rain is getting inside the building.

She spoke about this in a report by «Suspilne».

As is well known, the unfinished building at the Varvarivka Lyceum was due to be roofed by the start of winter 2025. The Regional Military Administration had been counting on assistance from the city budget, as the institution is on the city’s books. However, the city authorities stated that there was no money available for this. Following this, the contractor promised to roof the unfinished building in January.

On 10 August, NikVesti reported that, despite the promise to roof the unfinished wing of Mykolaiv Lyceum №60 in January 2026, the work has still not been carried out.

«At the moment, we find ourselves in a critical situation. Why exactly is it a critical situation? Because for the second year running, our lyceum — which has, so to speak, four storeys, as we have a storage area at the bottom and three more storeys above — has no roof. And rainfall — nobody has cancelled that yet,» said Nataliia Boiarska.

Journalists contacted the Department of Urban Planning, Architecture and Capital Construction of the Mykolaiv Regional Military Administration to ask for a comment on the situation, but received no response.

According to Deputy Mayor Anatolii Petrov, there are 471 pupils at the lyceum. Since the start of the full-scale invasion, lessons there have been held remotely.

Construction of Lyceum №60 has been on hold since last autumn

The school was destroyed in July 2022. As a result of the attack, one of the school’s buildings was destroyed, and the adjacent children’s playground was also damaged.

In December 2023, the Regional Military Administration’s Department of Urban Development announced a tender for the reconstruction of the destroyed building of Lyceum №60 in Varvarivka. The contractor was «Interbud Construction Company», which offered to carry out the work for 102.5 million hryvnias.

In 2024, the government allocated 76.6 million гривень for the reconstruction of the school. The contractor began rebuilding the school in the summer. The work was scheduled to be completed in August 2025.

However, construction work on the new building for Lyceum №60 was suspended as early as autumn 2025 due to a lack of funding from the state budget. It has not yet resumed.

At the same time, the unfinished building of Lyceum №60 needed to be roofed before the start of winter 2025. The Regional Military Administration had been counting on assistance from the city budget, as the school is on the city’s books. However, the city authorities reported that there was no money available for this. The contractor then promised to roof the unfinished building in January. As of August 2026, the work had still not been carried out.

At present, the project is only 36 per cent complete. The contractor demolished the ruined building and erected the «shell» of the new one: they laid the foundations, installed a monolithic reinforced concrete floor slab above the basement and built four storeys. This information was provided to us by the Department of Architecture and Capital Construction of the Mykolaiv Regional Military Administration.

According to the design plans provided to the editorial team of NikVesti, there are plans to construct a new three-storey building at the lyceum. The ground floor is to house a cloakroom, classrooms, a library reading room, a dance studio, toilets and utility rooms. The second floor will house classrooms, the headteacher’s office, toilets, physics and chemistry classrooms, a chemistry laboratory, a sports hall, an equipment room, toilets and service rooms. And on the third floor: a rehearsal room, an assembly hall, a changing room, a staff room, a resource room, a biology classroom and laboratory, a sports hall, classrooms, toilets and utility rooms. There are also plans to install a lift in the new building.
