Mykolaiv region wants to introduce the state programme «SvitloDIM», which helps apartment buildings to provide themselves with autonomous energy.

This was announced by the head of the Mykolaiv Regional State Administration, Vitalii Kim, during a national marathon broadcast on Tuesday, 10 February.

The programme provides apartment buildings and condominiums with the opportunity to receive between 100,000 and 300,000 hryvnias.

«The experience of Kyiv shows that everyone is asking for this programme to be extended to the regions. I understand what needs to be done. We have appealed to the Cabinet of Ministers to extend funding for this programme to the Mykolaiv region,» he said.

At the same time, the head of the region added that if the region is not included in state funding, he wants to implement it with local budget funds.

«But I want to be a participant in the state programme. The money can be spent on generators, equipment that will allow either heating or supplying electricity to multi-apartment residential buildings. It's very simple: they give the money in 48 hours. So I think it's important. It is important that the initiative comes from the buildings themselves, i.e. the condominium associations and management companies, but the state is obliged to help buildings that want to help themselves,» emphasised Vitalii Kim.

It should be noted that yesterday, on his Telegram channel, he added a poll for residents of the Mykolaiv region, asking whether such a programme was needed. The overwhelming majority supported its introduction.

What is «SvitloDIM» and why is the programme important?

The government programme «SvitloDIM» was launched on 28 January 2026. In the first stage, the programme is only available in Kyiv and the Kyiv region.

Under the programme, funds can be obtained to purchase energy equipment, including generators, inverters, accumulators, battery systems and solar panels. Participation involves opening a current and special account to which budget funds are credited, and transactions are carried out in compliance with the requirements for targeted use.

Applications are submitted through Diia. Once approved, the funds are transferred to a special account, and the energy equipment must be purchased and installed within 45 days.
