Mykolaiv currently lacks the funds to set up a site for storing abandoned cars. This concerns an area in Matviivka where it was planned to store such vehicles. Mayor Oleksandr Sienkevych suggested contacting the police to arrange the use of one of the sites that has already been set up.

This was discussed during a staff meeting on 5 October, according to NikVesti.

Ihor Nabatov, Deputy Director of the Department of Municipal Services at Mykolaiv City Council, stated that a plot of land in the Matviivka area had previously been identified for abandoned vehicles. However, in order to use it, the site needs to be fitted out — a fence, lighting and CCTV cameras must be installed.

According to Ihor Nabatov, the city must ensure the site is developed, whilst the police are prepared to allocate part of their premises to house the site.

«We need to work with the Patrol Police Department to ensure the site provided to us is properly developed. It is in the Matviivka area; they are prepared to set aside a section of land at their base. This is because, under the Civil Code, such vehicles must be handed over for storage specifically to the Patrol Police Department,» noted Ihor Nabatov.

Mayor Oleksandr Sienkevych suggested instead approaching the police regarding the possibility of using one of the two existing sites.

«We have set aside a car park near the building materials market for impounded vehicles. They currently have two sites. One is near the remand centre, the other near the market. We have agreed that no one will display cars that are in a terrible state following road accidents near the building materials market. Instead, the site will be used for confiscated cars that look presentable. So let’s write a letter to them. We cannot wait; we do not have the money for a fence, tarmac or CCTV. So we need to ask if we can store these cars at one of these sites,» said the mayor.

NikVesti previously reported that Mykolaiv had drawn up a procedure designed to regulate the identification and removal of abandoned cars from the city’s streets. However, the document has not yet been approved, as the city requires a dedicated site for storing the vehicles and a recovery vehicle to implement it.

The procedure currently in place for law enforcement agencies regarding the storage of temporarily impounded vehicles did not solve the problem of abandoned cars. It applies to vehicles impounded for traffic offences, so the police’s existing special storage sites cannot simply be used to store abandoned cars.
