In Mykolaiv, residents of the building at 31A, 11th Pozdvzhnia Street, are complaining about windows in the entrance halls that have not been repaired, a damaged façade and graffiti-covered walls. According to them, these issues have remained unresolved since the end of 2022.

Andrii Mohyla, who lodged the complaint, posted about it in the Mykolaiv City Council’s «Contact Centre» Facebook group.

He claims that the management company «City for People» has for years failed to restore the graffiti-covered façade or repair the damaged windows.

«Since the end of 2022, the broken windows in the entrance halls have still not been repaired. Furthermore, the building’s façade is in a dreadful state; it has been defaced by vandals for over a year, and there is dirt and vermin near the entrance doors to the building. The management company «City for People» is failing to fulfil its obligations,’ the man complains.

In response, company representative Zhanna Liubchenko stated that the window openings damaged as a result of the hostilities had been covered with protective materials to shield them from the rain. According to her, the installation of new PVC windows is not provided for in the building’s current budget.

«The installation of new PVC windows is not provided for in the building’s current budget and requires separate funding,» the management company noted.

Regarding the graffiti on the facade, the company stated that it bears no responsibility for it. A representative of «City for People» explained that the co-owners’ funds are primarily allocated to the technical maintenance of the building, utility networks and priority repair works, rather than to the ongoing remediation of vandalism.

It was previously reported that residents of block №34 on Velyka Morska Street in Mykolaiv are asking for the windows in the entrance halls to be repaired; these were covered with sheets of chipboard following Russian shelling. According to them, the windows have remained in this condition for around four years.

Residents of the building at 2a Kurortna Street are also asking for the windows in the entrance halls to be repaired, having been damaged during an attack back in January 2025. The city council replied that there is currently no money in the budget for this work.

The city council explained that Mykolaiv’s current budget does not have the financial capacity to pay for the replacement of windows in communal areas. The damaged openings were previously covered with OSB boards, and the building itself has been added to the list of properties requiring restoration.
