In the Pervomaisk community, 199 animals were neutered in 2026. Almost half of them — 98 — were neutered by volunteers.

This is stated in a report by the Pervomaisk City Council dated 6 October, according to NikVesti.

According to the city council, 101 animals were sterilised under contracts in 2026, whilst volunteers carried out a further 98.

In 2025, a total of 280 animals were neutered: 181 under contracts and 99 by volunteers.

In 2024, 211 animals were neutered under contracts, of which 141 were cats and 70 were dogs. The report contains no data on the work carried out by volunteers that year.

The document also specifies how much was spent on complying with animal welfare regulations:

  • 2024 — 127,500 гривен;

  • 2025 — 198,600 hryvnias;

  • 2026 — 192,400 hryvnias.

In addition, cases of rabies among domestic animals were recorded in the community. There were four cases in 2024, five in 2025, and one in 2026.

The Pervomaisk City Council believes that the animal welfare regulations are proving effective. According to officials, owners have become more responsible towards their animals, the situation regarding diseases has improved, and there are fewer conflicts. Therefore, there are no plans to change the current regulations for the time being.

What the pet ownership regulations entail

The Pervomaisk City Council approved the pet ownership regulations in September 2022. Under these rules, dogs found on the streets or in other public places without their owners must be caught. After being neutered and vaccinated, the animals may be returned to where they were found or taken to animal shelters.

The city authorities may also set up municipal services to catch animals and allocate funds for animal shelters.

It should be noted that in Pervomaisk, parents of pupils at Gymnasium №5 complained about a pack of stray dogs near the school. The city council explained that there is currently no contractor responsible for catching the animals.

Meanwhile, in Mykolaiv, 20.1 million hryvnias were earmarked for the capture, neutering and care of stray animals in 2026, of which 14.2 million hryvnias had been spent as of September.

It was also previously reported that, in the first half of 2026, 1,211 stray animals were caught in Mykolaiv, of which 963 were neutered and 967 were vaccinated against rabies.
