State Audit Service of Ukraine (SAS) is the central executive body for public financial control. It checks how budget money and municipal property are used and runs audits and monitoring of public procurement. In Mykolaiv Oblast the service works through a department of its Southern Office, which carried out 210 inspections in the first half of 2026 and found violations that caused losses of ₴321.7 million. The Southern Office is suing the municipal company Mykolaivelectrotrans to recover almost ₴197 million paid as compensation for passenger transport, and in October 2026 the regional prosecutor’s office sent the city council requests about these payments.
