Ukrainian Parliament Commissioner for Human Rights

Dmytro Lubinets is a Ukrainian politician who has been the Verkhovna Rada Commissioner for Human Rights, Ukraine's ombudsman, since July 2022. Before that he served as a member of parliament for two convocations, from 2014 to 2022.

As ombudsman, Lubinets negotiates the return of civilians from occupied territories and of prisoners of war, meets Russia's human rights commissioner Tatyana Moskalkova and documents executions of Ukrainian POWs. He also inspects military enlistment offices: in June 2026 his office found a man with broken ribs who had been held at an enlistment office in Mykolaiv for 18 days, and in July 2026 Lubinets said that up to 90% of mobilisation cases involve rights violations. Back in 2024 he reported that soldiers of Mykolaiv brigades made up the largest group of Ukrainians in Russian captivity.

MykVisti covers the ombudsman's statements on prisoners of war, enlistment offices, evacuation and veterans' rights.
