Transparency and accountability mean that authorities openly publish their decisions, budgets and reports and explain their actions to the public. In May 2025 Mykolaiv ranked 7th in the City Transparency Ranking as partly transparent, while in the budget transparency rating it was among the lowest-ranked cities. From November 2024 the City Council did not publish session minutes for six months.
