medical and social expert commission, abolished in 2025

MSEC, the medical and social expert commissions, decided on disability status in Ukraine until 2025. In December 2024 the Verkhovna Rada passed law No. 12178 abolishing the commissions, and since 1 January 2025 assessments have been done by expert teams in hospitals. Mykolaiv Oblast set up 37 such teams, and the regional centre for medical and social expertise was merged into the regional clinical hospital. After the reform, the Health Ministry and law enforcement reviewed MSEC disability decisions granted to officials and cancelled hundreds of them.

MykVisti follows the case of Vira Beliakova, former acting chief doctor of the Mykolaiv regional MSEC: in 2026 the court approved her plea deal and gave her a five-year suspended sentence. We also cover the case of the former head of the Khmelnytskyi MSEC and forged disability certificates.
