Weapons, cars and millions in accounts: AIMA found the first assets of those involved in criminal schemes in MSEС

Weapons, luxury cars, and millions of hryvnias in accounts were found among those involved in cases related to corruption schemes in the Medical and Social Expert Commissions (MSEС).

This was reported by the head of the National Agency, Olena Duma.

The National Agency for Investigation and Management of Assets (AIMA) searched for the assets of employees of medical institutions, territorial centers of recruitment and social support, VLK and MSEK, who were involved in corruption schemes.

Thus, the first assets of the five participants in these criminal proceedings and their entourage were found. In addition to millions of hryvnias in bank accounts and weapons, they found:

  • 128 units of residential and non-residential real estate (including residential buildings and apartments in regional centers, apartments in Kyiv, apartments, entertainment complexes, garages, parking spaces, offices);
  • 140 plots of land (targeted, in particular, for residential construction, for agricultural production, for horticulture);
  • 30 cars (including premium cars such as Lexus, Tesla, etc.);
  • corporate rights for a total amount of over 20 million hryvnias (including in an energy industry enterprise, a construction company).

It is noted that a significant part of the assets appeared in the hands of the participants precisely during the full-scale war of Russia against Ukraine.

«The National Agency has already submitted requests to a dozen banking institutions to identify the assets of those involved in criminal proceedings both in Ukraine and abroad. Information about the discovered assets has already been transferred to the relevant law enforcement agencies,» the message reads.

Corruption in MSEK

At the beginning of October, security forces detained the head of the medical and social expert commission (MSEC) in Khmelnytskyi region, Tetiana Krupa, in whose apartment millions of dollars were found. Her son, an official of the Pension Fund, was also detained.

During the searches, they found almost six million dollars in cash in various currencies. In addition, according to the SBI report, law enforcement officers seized documents confirming the illegal activities of officials and their money laundering through various business projects. During the investigation, the head of MSEC tried to get rid of part of the money by throwing two bags containing half a million dollars out the window.

The mass media wrote that Krupa was elected to the Khmelnytskyi Regional Council from «Servant of the People», she is a member of the Commission for Health Care and Social Policy, Education, Science, Culture, Religion, Youth and Sports. It was also reported on the website of the regional council that in 2021 Krupa headed the deputy group «For family values».

On October 7, the Pecherskyi District Court of Kyiv sent Krupa to custody for two months with an alternative bail of more than 500 million hryvnias.

Later it became known that 49 prosecutors of the Khmelnytskyi region, led by the regional prosecutor Oleksii Oliinyk, issued Tetiana Krupa with a disability.

We will remind that on October 22 it became known about the search of the head of the MSEK in the Mykolaiv region. It is about v. at. head doctor of the institution, Vira Beliakova, who was found with more than 450,000 dollars. In addition, her son's passport of a citizen of the Russian Federation, issued before the full-scale invasion, was found.

After the search of the head of the medical and social expert commission of the Mykolaiv region and the abuse of officials of various state bodies with disabilities, President Volodymyr Zelenskyy held a meeting of the NSDC.

Subsequently, the President of Ukraine Volodymyr Zelenskyy signed the law on the liquidation of medical and social expert commissions (MSEC) from December 31, 2024.

We will remind that the Government has appointed an audit of disability pensions among officials, and a special group will check the decision of the MSEC.

We will remind that the management of the tax office was checked for the status of persons with disabilities, according to the results, 16 officials were dismissed.

Also, the Ministry of Social Policy of Ukraine was assured that the reform of medical and social expert commissions will not affect the amount of disability pensions, if the payments were made on legal grounds.

On October 28, it was reported that the functions of the Central Medical and Social Expert Commission (MCEC) will be performed by the Ukrainian State Research Institute for Medical and Social Disability Problems. The relevant decree was signed by the Minister of Health Viktor Liashko.

It was also reported that the first stage of the reform of medical and social expert commissions will start in Ukraine on January 1. The reform provides for the transfer of the functions of MSEC to cluster hospitals, the abolition of the concept of medical and social expertise and digitalization.
